What is HISD trying to accomplish through BMS? • Most important – improve performance of HISD for our children to graduate college and/or career ready • Create alignment across the district through a common set of metrics • Monitor progress and use data to inform decisions and changes that allow for course corrections to HISD’s Strategic Direction • Create consistency in how Board and administration discuss data (comparing apples to apples) • Develop as accurate an assessment of true performance as possible, without needing to depend on state standards • Focus time and energy on the most important data rather than all available information • Use data to facilitate decision-making on the campus level, including a clear definition of what a successful campus looks like

Proposed BMS aligns with transformation strategy Key Strategies (Management Report) Core Initiatives (Initiative Report) Board Goals (Performance Report) Stronger teacher recruiting, selection, and staffing Rigorous and fair teacher appraisal process Increase student achievement Effective Teacher in Every Classroom Individualized support and professional development Career pathways and differentiated compensation Rigorous and fair principal appraisal system Improve human capital Clear standards and recommended practices Effective Principal in Every School Stronger principal-recruiting practices development Robust instructional leadership development program Provide a safe environment Safe, secure, and healthy environment Equity in access to high-quality educational programs Aligned standards-based curriculum and assessment District-wide use of Response to Intervention model development Increase management effectiveness and efficiency Rigorous Instructional Standards and Supports School transformation project Comprehensive PK- 12 literacy program Comprehensive PK- 12 numeracy/mathematics program Improve public support and confidence in schools Data architecture, warehouse, and technology infrastructure Data-Driven Accountability Performance management tools and practices Business processes development Create a positive district culture Effective, timely, two-way internal communication Culture of Trust through Action Effective, timely, two-way external communication

  7. This proposed BMS will include all the data from the previous BMS, with fewer reports that focus on action
