Project Overview (1/2) • Contract within the Euro-Med GNSS I activities: • GNSS Regional Plan • Training and Awareness • GNSS Services Demonstration • GNSS Signal In Space provision • METIS Objective: Promotion of GNSS services in the MEDA area • METIS duration: 30 Months (started mid of July 2006) • METIS cost: • 2.50 M€ (100% funded) • About 51% to MEDA METIS contract METIS First Master Training & Seminar, Ifrane (Morocco), 15-16.03.2007

Project Overview (2/2) • METIS countries: Algeria, Egypt, Israel, Jordan, Lebanon, Morocco, the Palestinian Authority, Syria, Tunisia, Turkey • METIS Team: • Euro-Med Consortium composed by 5 partners, TPZ (coordinator - I), FDC (F), ESSP (B), AUI (Mo), AAS (F) • More than 20 subcontractors (mainly MEDA) involved in activity A, B or C • GEMCO involved as subcontractor for activities B and C • METIS outcomes: • Contributing to the definition of Euro-Mediterranean policy and actions in favour of the GNSS (EGNOS/GALILEO) services market in MEDA • Establishing cooperation and shared objectives between EU and MEDA economic actors supporting such a policy METIS First Master Training & Seminar, Ifrane (Morocco), 15-16.03.2007

Activity A - “GNSS Regional Plan” (1/3) • Development of a plan for the GNSS Service implementation: • In the ten MEDA countries • For the different user/application domain • With a 5-10 years long scenario • From the initial introduction of EGNOS to the further addition of Galileo • To ease the introduction of Galileo METIS First Master Training & Seminar, Ifrane (Morocco), 15-16.03.2007

Activity A - “GNSS Regional Plan” (2/3) • Target: MEDA Decision-makers • GNSS Regional Plan: • Identifies of “core” problems • Sets priorities • Proposes strategy • Defines action plan • Actions and measures for: • Technical realisation/infrastructure implementation • Business development (awareness & communication to the sector) • Institutional framework and capacity development • Overall cost of actions • At short term (5 years) • And medium term (10 years; >10 years out of the scope of the plan) METIS First Master Training & Seminar, Ifrane (Morocco), 15-16.03.2007

Activity A - “GNSS Regional Plan” (3/3) MEDA actors involvement is a key factor for “METIS Regional Plan”: • Inputs necessary for defining basic elements: • GNSS service needs and priority markets • Current status and evolution of GNSS versus regional needs • Service provision schemes and necessary infrastructure elements • Addressable markets (size, segmentation, evolution in next 5-10 years) • Cost and potential revenue sources and benefits • Clear and updated picture of existing sub-regional initiatives / plan / policies • Feedback and shared approach for defining strategy plan: • Recommendations and guidelines • Exploitation of synergies with relevant on-going/planned initiatives and projects • Steps/actions to be undertaken at proper level • Potential investment opportunities/funding requirements METIS First Master Training & Seminar, Ifrane (Morocco), 15-16.03.2007

Activity B - “Training & Awareness” • Development of a customised training and awareness plan: • List of MEDA Point of Contacts (PoCs) • Training needs and tools identification • Training and communication material production • Launch of dissemination and promotion activities • Education and training plan implementation • Close cooperation with GEMCO • Supporting Activity A in the Regional Plan preparation (events, PoCs) • Supported by promotion & training within Activity C • METIS Training & Awareness is a key element for MEDA actors involvement • This event is part of METIS “Training & Awareness” Activity METIS First Master Training & Seminar, Ifrane (Morocco), 15-16.03.2007

Activity C - “GNSS Service Demonstration” (1/4) • Implementation of GNSS Service Demonstrations Setting up and execution of 10 demonstrations, covering 9 MEDA countries • 4 “Wide-area Demo” • 6 “Local-area Demo” • METIS GNSS Service demonstration objectives: • Demonstrate GNSS benefits in real user case / operative scenarios • Validate EGNOS in various application domains vs. MEDA regional needs • Cover all MEDA region Countries • Maximise the involvement of key local actors in GNSS service pilots • Provide tools for the local exploitation and promotion of GNSS capabilities MEDA actors involvement in “METIS GNSS Service Demonstrations”: • Provide inputs to “METIS Regional Plan” by validating real application cases • Support “Training & Awareness Plan” by creating awareness towards local audience METIS First Master Training & Seminar, Ifrane (Morocco), 15-16.03.2007
