3. Frankpledge faded as 14th century progressed. Kin, constables, and shire-reeves in the frankpledge system were not paid for their work! By 1600s, constables took over more responsibilities. Kings and sheriffs began to appoint “magistrates” (acted as judges). There was still typically no pay for this work. Magistrates started to appoint “night watchmen”. * Patrolled on foot during hours of darkness. * Watched for fires and criminal activities. * Sounded the “hue and cry” -- citizens were REQUIRED to run to their aid without delay. * Not very respected. Often became too close to the criminals they were supposed to catch in the act.

4. Greenacre Police Department: 10 minutes Greenacre has just become a town with a mayor and council. Before now, people rotated night watch duties. If any theft or violence was seen being committed, watchers would chase the suspect, shout “thief!”, and hope for help. This seldom worked. Before that, it was everyone for themselves. Your 2-person team has been hired to put together a police department for Greenacre. Your first job is to figure out what principles and guidelines you should follow as you figure out what the GPD will look like. Some beginning considerations: How should patrols be done? How will you keep the trust of Greenacre residents? How will you decide when physical force is to be used, and when? How will you know if what you’re doing is working? How will the public know if what you’re doing is working?   Think of others. Pick a scribe to write down as many questions or answers as your squad members share. Think of as many as you can.  Also, select a reporter -- when we come back, we’ll share the questions you’ve raised and any answers you suggest.

These are the kinds of questions facing the British in the late 1700s - early 1800s. *Unpaid constables, justices of the peace and night watchmen were ineffective, corrupt and often harsh. *Sometimes, the British army would be pressed into law enforcement duties. Is this what our military is for? *“Thief-takers” were hired privately by crime victims to catch suspects and take them to the magistrate (court), easily bribed. *Night watchmen worked their regular work too. Stayed up all night in rotating shifts. Armed only with a stick/club. *“Watch Acts” passed in parishes that allowed watchmen to be paid from taxes. Tried to reduce corruption, bribes, strengthen the night watch. But crime kept getting worse, especially in the big cities such as London. WHY???
