What is barometer? • Barometer is “A measuring instrument that reflects the daily reality of local women’s life in the context of peace and security” • It is M & E tool that will continuously provide information about the daily lives of local women and their security ( women will define the indicators they feel important)
Cont. • It will also track results (are they safe at home, access to health care?) • Reflections and assessments on the result captured will be part of the process to explore possible solutions on the issues through collective efforts
Approach/Methodology • Not a research study • Active involvement of women collectives in the process • Quick win • Risk factors taken care of • Can be use a lobby bench mark
What WinG Manipur plan to do? • The steering committee has identified three thematic issues to work on : • Women and militarization ( how women peace and security are at stake due to heavy militarization) • Access to justice and service delivery ( VAW and legal aspects) • Access to rights and entitlements (PDS, NREGA, Widow pension, and other schemes for women)
Monitoring women security • Through FGDs Questionnaire developed & interview, workshops and consultations, sms(?) • Focus groups: IDP, gun widows, widows, women victim of violence, women vendors, women farmers, local women leaders (CBOs/CSOs), NGO leaders? • Area of focus: - 7 districts ( both rural and urban women)
Compilation of findings • Through consultative meetings • Joint meeting with Assam • Assessing, recommendations developed and reports • Future search through multi stakeholders engagements
What to be done in this workshop? • Understanding better barometer concept and plan • Develop guiding principles for barometer pilot • Develop common ground on the objectives of the barometer • Review and define focus issues • Collecting data’s and tools • Risks involve in the process and how to address • Revisit plan and prepare next plan
