Nepal MRV & Capacity building status Shree Krishna Gautam
Thinking about capacity building efforts and needs, where do you think your country is in terms of addressing forest change, forest carbon stocks? • Forest Change: 1995-2010Data Land Sat /rapideyeOngoing FRA Comparasion of resultContinious change detection system yet to be build since ministry demanding every 2 year cycle forest should be monitered at national scaleWe ar proposing Landsat based MonitoringWith Comprehensiver base Map 2010
What are the approaches from international cooperation that you have find more useful for advancing the developing of your country MRV system? • International Approaches • Capacity Building GFOI/SILVA Carbon Program • MRV Method linking with NFI/and MRV at National level • Regional learning
National Forest Monitoring 99 % of inventory completed 186 126
What are the current programs from international cooperation in your country that aim to develop capacity in the implementation of your MRV system? • FRA ongoing (by the end of December, 2014) • REDD World Bank Study completed • Working Document submitted • ERPIN Submitted • GFOI Capacity building events participated • Lan cover harmonization training organized
Immediate Need • Long term training that is need for specific topic such as land sat based forest change detection (planning for every two year) • Biomass Mapping training intensive • Degradation Mapping training
Activity Data For REDD+ • Area of primary Forest • Annual conversion (Cropland, Grassland, Wetland, settlement, Other land) • Annual transfer from primary forest to modified forest • Annual conversion from Non Forest land use to planted Forest
Monitoring for REDD+ • Deforestation : (Based on Satellite Remote Remote Sensing , Deforestation rate previous and current available for Nepal) • Forest Degradation ( Logging illegal/legal, Fire, Over exploitation eg. fuel wood etc Mapping difficult , WISDOM method proposed) • Conservation of Forest (to some extent absence deforestation and Degradation) • Sustainable Management of Forest (Little help from remote sensing) • Enhancement of Carbon stock (not easily detectable little yearly difference)
What kind of assistant in capacity building do you find relevant for your country to improve the current methodologies? Capacity Building to integrate the Remote sensing data and Ground Inventory data for wall to wall biomass/carbon estimates (Till now areas estimates and inventory result separate, not integration, capacity gap), Cloud cover issues, radar capacity building, also gap in Lidar capacity. Stratification (Forest Type Mapping, Stand size Mapping, and Condition Mapping) Forest Degradation Mapping Use of open source tools , data analysis, storage and handling REL/MRV concept to practice till
Future Monitoring • Approx.1500 PSP for periodic Monitoring • REDD MRV (proposed 1000 PSP/ two years) • Activity data from Land-Sat image for regular emission estimate • Use of open source tool and integration in the MRV system could make transparent method and data use • Capacity building and retaining main challenge
How do you envision international cooperation to assistance in the short term 1 – 2 years and in the long term 5 years from now?
