Local Public Health System • All of the public, private and voluntary entities that contribute to the delivery of the ten essential public health services (CDC)
MAPP Assessment Process Local Public Health System Assessment: Formal survey instrument (CDC) • Questions based on 10 essential services answered based on consensus of MAPP coalition members • Goal is to “[i]dentify how organizations and institutions contribute to the delivery of public health services, to understand the existing infrastructure, and to identify potential gaps or challenges.”

Local Public Health System Assessment • Essential Service (e.g., Diagnosing and investigating health problems) • Indicator- ‘major components, activities or practice areas for each model standard’ For instance, planning for public health emergencies is one aspect of diagnosing and investigating health problems

Local Public Health System Assessment • Four possible responses to each question • Answer questions based on extent to which activities are being performed within our local public health system: Yes: 76%-100% of activity/standard is met High Partially: 51-75% of activity/standard met Low Partially: 26-50% of activity/standard met No: 0-25% of activity/standard met in our system
Camden County Approach to LPHA Survey • Participants invited from MAPP and other coalitions; members asked to refer interested staff, colleagues • Two Workshops- Feb. 10th and Feb. 24th • About six hours per workshop • Both workshops held at county facility (senior services) • Health department staff facilitated

Senior/Disabled Services and Children’s Divisions) • New Jersey Department of Health & Senior Services • TheraCare
Camden County Approach to LPHA Survey Organizations included: • Camden County College • UMDNJ-School of Public Health • Rutgers Center for Children and Childhood Studies • Public health consultants/retired staff • Camden Eye Center • Virtua • Lourdes-Osborn Family Health • Court Appointed Special Advocates (CASA) • Winslow Board of Health • Camden County Medical Society • Camden County Cancer Coalition
Important Points • Each group completing LPHA is unique in terms of its composition and group dynamics • Interpretation of questions may vary • Good representation/participation from some sectors, but not from others • Different approaches to survey may impact results (e.g., workshops vs. series of shorter meetings or determining results by consensus as opposed to formally voting on each question) • Survey scoring (For instance, No means 25 percent or less of activity/function met or performed, not necessarily zero). • Results of survey represent entire local public health system not any one agency or organization

Camden County LPHA Results • Areas for Improvement Essential Service 4: Score= 45.08 (2nd lowest) Mobilize community partnerships Includes: Constituency development Community Partnerships Positives: Have identified and encourage participation of constituents in community health Concerns: Easily accessible, comprehensive, current directory of LPHS organizations; partnerships exist but these do not assure coordination of public health activities; with MAPP there is now community health assessment/improvement committee but this process is not complete
Camden County LPHA Results Areas for Improvement Essential Service 5: Score= 44.00 (Lowest score) Planning and Policy Development Includes: Local Governmental Public Health Presence Public Health Policy Development Community Health Improvement Process Strategic Planning and Alignment of LPHS activities with strategic plan Positives: LPHS includes local health department; department assures participation of stakeholders in implementation of community health plan (MAPP); works with state health system; organizations contribute to policy development Concerns: LPHS does not collectively review public health policies; community health improvement process established (MAPP) but in early stages; LPHS does not have strategic plan
Next Steps Consider results in remaining assessments, community survey and identifying data needs/gaps Review LPHA information on CD Results will be helpful in setting priorities/strategic issue identification planning at end of MAPP process
