Instructional Framework Update Jared Bates, PhD October 9th, 2015
CareerTech Instructional Framework • CTE Program and Course Offerings • Technology Center Secondary and Full-Time Adult Programs • Skills Centers Programs • Adult Career Development (ACD)/Short-term training • Business and Industry Clients (BIS) • Comprehensive School Programs
What is the Outcome? • Employment • Postsecondary education • Certification • Knowledge and Technical Skills • High School Diploma
Changes and Why • Technology Centers/Skills Centers: When trying to summarize the data, we (the ODCTE) had to choose which career majors fell under a “group” • Example: How many welders do you produce? • Pathway is Welding and Metal Fabrication • Over 20 Career Majors associated with Welding • The ODCTE is no longer going to approve courses • Technology Centers WILL need courses and hours for the courses
Technology Center Full-Time Programs • Alignment to Occupations • Standard Occupational Classification (SOC) • Machinists • Electricians • Classification of Instructional Programs (CIP) • Machine Tool Technology/Machinist • Electrician • CIPs and SOCs • Many are similar, however there are some differences • Used for financial aid • Oklahoma Top 100 Occupations identified by Oklahoma Dept. of Commerce
Technology Center Full-Time Programs • Alignment to Ecosystems • We are NOT referring to a biological ecosystem • We are referring to an economic development systems
Technology Center Full-Time Programs • Alignment to Key Economic Development Ecosystems • Oklahoma’s Key Industries identified by the Oklahoma Department of Commerce • http://okcommerce.gov/ • Key Economic Development Ecosystems • Aerospace and Defense • Energy • Agriculture and Biosciences • Information and Financial Services • Transportation and Distribution • Complementary Ecosystems • Health and Bioscience • Construction • Education • Creative Industries
Technology Center Full-Time Programs • Alignment to Certifications and Assessments • Over 800+certifications approved for all CTE programs • Industry Required • Endorsed (and endorsing entity) • Industry Alignment • Occupational Test • Proctored • Secure • A-F Grades • Prior Learning Assessment (PLA) • Complete College America (CCA)
Technology Center Full-Time Programs • Federal Requirements • Financial Aid • Distance Education (online) • Direct Assessment • Local Program • Program Clock Hours • Courses • Course Clock Hours (requirement for VA funding) • CTE • Academic • Algebra II • Trigonometry • Anatomy/Physiology
Technology Center Full-Time Programs • How many state program areas in the full-time technology center programs? • 700+ career majors to 130 State Program Areas aligned to ~180 occupations
ACD/Short-term and BIS Training • ACD/Short-term • Courses offered in the evening • Wide range- from cake decorating to welding • BIS • Client-specific training • Industry-specific • Highest proportion is safety training • Usually required by law for that industry
ACD/Short-term and BIS Training • Conditions • ODCTE does not approve courses • Technology Center may not create the course until the day before it is offered • Technology Center may create a course that doesn’t make • How this will work • Submit courses completed by students (after the fact) • Certifications students are eligible for after completion of a course • Long-term Care Aid • Welding • Microsoft (Access, Excel, Word) • Real Estate • Social Media
Instructional Framework Structure • Local Program • Will be “like” the career major • Will include courses with clock hours • Career Majors have been aligned to State Program Areas
Next Steps • We are in final stages of Phase I • Testing • Rollout to technology center
