To date in Lancashire • Over 130 Primary Schools have been involved in the LA pilot from Christmas 2009 offering 994 tuition places. • Rollout across the Authority form September 2009
Roll-out 2009 Primary Roll-out • In Lancashire we have been allocated £2.8M for One to One Tuition in 2009/10 (KS2, KS3, KS4 in National Challenge Schools). We have 3462 places at KS2 (target year groups Y3 & Y4) • (funded at £368 per place - which represents 10 hours tuition + 2 extra hours pay for the tutor for liaison/planning/training @ £25 per hour + £4 on-costs. Schools receive £20.00 per place to fund the liaison between teacher and tutor.).
Phase 1 • 948 places have already been notified to schools – approx. £350,000 funding
Phase 2 • The remaining 2500 primary places have been rolled-out based on 2008 & 2009 KS1 data • Schools have been notified of their allocation in phase 2 by October half-term 2009 • Schools identified in phase 2 as needing more tuition places than they were allocated in phase 1 have been 'topped-up'. • Every primary school in Lancashire will receive at least 2 places in 2009/10, making this a universal offer
Roll-out 2009 Secondary Roll-out in 2009/10 • All 2,500 secondary places are allocated and all but 7 Special schools and Units have been allocated places • The minimum number of places allocated to secondary schools is 15. • It is worth noting that the funding and place allocation for Lancashire doubles next year.
Employing Tutors • Directly by the school - contract of employment • Via an employment agency - contract of service
Tutors Pay Rates During the school day • Employed tutors in accordance with STPC (See note) • Agency £25 per hour Outside of the school day - £25 per hour
Use of contracts of employment… • normally fixed term for duration of funding • cost £106 per employee (primary) £129 per employee (secondary) • normally for non-existing employees (Standard conditions of employment apply)
Use of additional hours… • For existing employees • Formal offers of additional hours should be made • For full time and part time employees • Full time teachers claim via PS06 (non-pensionable) • P/T teachers claim via PS07 for hours worked during the school day (pensionable) • P/T claim via PS06 for hours worked outside of the school day (non- pensionable)
Examples • P/T employee working during the school day should be paid in accordance with STPCD (normal rate of pay and pensionable) using form PS07 (GREEN FORM – Pensionable up to F/T) See Note!! • P/T employee working outside of the school day should be paid £25 per hour and claimed using form PS06 (BLUE FORM – Non-pensionable) • F/T employee must be working outside of the normal school day therefore is paid £25 per hour (unless otherwise agreed) and is claimed using form PS06 (BLUE FORM – Non-pensionable)
Note • Making arrangements outside of DCSF guidance - Payroll will pay as instructed • Potential for later back pay claims • Dispute • Employment Tribunal Claims • Liability will be with the school
