FORMAT • NGR 5-1, Chap 2-1a: A Cooperative Agreement consists of two parts: the Master Cooperative Agreement (MCA) and its Appendices • The MCA has its own terms and conditions as do each of its appendices. • NGR 5-1, Chap 2-5a(3): The MCA and its appendices are issued for a 5 year period • NGR 5-1, Chap 1-4i: The formats/templates for each Cooperative Agreement are developed by the NGB Program Managers and are to be used. The NGB Program Managers also write their corresponding chapter in the NGR 5-1/ANGI 63-101.

MODIFICATIONS • Required when any change to the Cooperative Agreement is requested. • A Formal Procedure • Request from Federal Program Manager to GOR • Validate Request thru/with Fed & State Finance Offices • GOR Prepare Modifications • Obtain Signatures • Distribute • NGB-ZC-PARC-A and NGB PM approval (NGR 5-1, Chap 2, para 7) • Modifications are obligating documents (NGR 5-1, Chap 12-1e and 32-1e) • Modifications decreasing the Federal amount require NGB PM coordination • Modifications are required when adding or removing appendices to the MCA (NGR 5-1, Chap 2.3.d)
TIMELINES ( NGR 5-1, Chap 2-3) • TAG & USPFO decide the MCA time period • MCA effective date (NGR 5-1, Chap 2-3a(3) & Chap 2-3c) • Stand Alone or special project agreements effective dates • Finalization of appendices will not delay use of MCA or MCCA (NGR 5-1, Chap 2-3d).
DEFENSE ASSISTANCE AWARDS DATA SYSTEM (DAADS) • Reference: NGR 5-1, Chap 3 • Purposes • To meet statutory reporting requirements • To provide information • Directorate for Information Operations and Reports (DIOR) is responsible for this report (DoDGARS 3210.6-R, Subchap C, part 21) • “Instructions for Preparation of Electronically Recorded Data Submitted to the DIOR” is posted on Guardnet • All VALUE associated with a Cooperative Agreement is reported • Do initial report for each FY & end-of-year adjustment report. (NGR 5-1, Chap 3-7 e.)
REVIEWS • Reference: NGR 5-1/ANGI 63-101, Chap 2-7 • All initial Cooperative Agreements shall be reviewed/approved for budget by respective NGB Program Managers who sign the documents. This review is valid for the duration of the agreements. • Legal reviews of initial Cooperative Agreements by the State & USPFO legal counsels are required. Their signature blocks are on the MCA, appendices and modifications forms (NGR 5-1, Chap 2-4a).
