Project Background Madison County Commission (MCC) received a grant from DoD’s OEA to prepare the Tennessee Valley for the BRAC 2005 impact at Redstone ArsenalMCC issued in late summer 2007 an RFP to develop a Tennessee Valley Regional Growth Coordination Plan (TVRGCP)
Project Background • Chamber of Commerce of Huntsville/Madison County submitted a proposal in response to the RFP and won a competitive bid • Chamber as lead consultant • Wadley-Donovan GrowthTech, LLC as subcontractor, supported by Taimerica Management Company and Garnet Consulting Group • Project began in early November 2007

The Regional VisionThe vision articulates what the leadership and residents of the region “desire” for their future. The individual visions of the leaders throughout the region need to be merged into a compelling and shared vision held by the majority of these leaders and by most of the citizenry

Tennessee Valley Regional GrowthCoordination Plan Short Form of the VisionThe Tennessee Valley Region is a globally competitive community, as evidenced by an outstanding education system, a highly educated and skilled workforce, a transportation system that provides smooth traffic flow and connectivity with the rest of the U.S. and the world, an affordable, available and high quality health care system, an outstanding quality of life and a high level of cooperation and collaboration among the various local governments and stakeholders that serve the region.
The Impact to the 13 County Region from BRAC 2005 • Economic Impact estimates were made in the first quarter of 2008. While the impact that BRAC will have on the community hasn’t changed as a result of the economic downturn, the full impact of BRAC could be extended as people delay retirement.

Total Job Impact by Category 40% are skilled workers while 47% are in unskilled occupations Significant numbers can be filled by regional college graduates
Regional Socioeconomic Impact 2005-2011 • Total Study Area BRAC related student growth 2005-2011: 5,900 to 6,200 • 44,800 airport boardings • 7.5 MGD water consumption • $2 billion new construction • 11,000 trips/day into PSA • 24,000 trips/day into Madison County

Regional Housing Assessment Priority Action Item Expand housing choices in the PSA
Education Priority Action Items • The Education Task Force should continue as the coordination group for educational improvements • Increase support and funding for public schools • Improve the area’s quality of public education • Greatly expand production & manufacturing training
Economic Development Priority Action Items • Continue the relocation effort of civilian BRAC-related personnel from northern Virginia and other origins • Continue to conduct an ongoing labor-recruitment effort across the country • Continue to attract the “Talented Young” to the region while building and developing the regional pool of talent. • Continue to diversify regional economy
Regional Land Use & Growth Patterns Priority Action Items • Empower Counties to Develop and Execute Comprehensive Development Plans • Monitor off-post development encroachment issues on Arsenal operations and growth and Arsenal impacts on surrounding communities
Public Utilities & Infrastructure Priority Action Item • Improve Regional Collaboration on Utility Issues a) Conduct a study of best practices in regional utility collaborative efforts nationally and internationally. b) Establish a collaborative regional effort to identify and finance utility improvements including water supply and treatment issues.
Transportation Priority Action Item Create a focused regional effort to identify and obtain traditional and alternative sources of transportation funding
Health Care Priority Action Items • Create additional health care beds (nursing home, assisted living, psychiatric) in the region • Keep graduates from the local medical residency and nursing programs and continue increased physician recruitment efforts • Promote greater acceptance of TRICARE among area health care providers
Important Action Items • Public Safety – Important that public safety and emergency service providers continue to work closely together • Culture and Recreation – Important that Hotel and restaurant market (on and off post) respond to increased and diversified needs
Administrative Priority Action Item A TVRGCP Coordination Committee should be established with adequate staff and funding to facilitate the implementation of the regional plan.
