OAPSA is a state organization of school administrators currently charged with district-wide administrative responsibilities for Pupil Services
OAPSA Informing & Connecting Pupil Services Administrators Across Ohio Members of the Ohio Association of Pupil Services Administrators (OAPSA) work closely together to promoteand strengthenthe coordination of high quality administration of specialized instructional support personnel by providing essential resourcesand opportunitiesto pupil services administrators in Ohio.
OAPSA Membership is open to Pupil Service Administrators from • School Districts (City, Local and Exempted Village) • ESC’s • SST’s • Community or Private Schools • DD Programs
Exceptional or Special Education Attendance and Student Accounting OAPSA members oversee at least one of the following in their district: Pupil Assessment Guidance At-Risk Programs Nursing Discipline School Psychology Gifted/Talented Programs School Social Work Related Service(s) (e.g. SLP, OT, PT) State and Federal Grants
What If I don’t meet criteria for Membership? Try Associate Membership! Professionals who are employed in the field and support the purpose of OAPSA but don’t meet criteria for membership and want to receive communications, access resources and/or be actively involved in the OAPSA organization are eligible for membership as associatemembers.Dues are the same with all privileges of membership except voting and holding office.
WHAT IS THE PURPOSE OF OAPSA ? • Promote and strengthen the coordination of pupil services so that the needs of children and youth can be met more effectively. • Develop and promote improved standards of professional competence in the administration of pupil services and within various areas of pupil services. • Promote and strengthen the necessary cooperative relationships between pupil services and other phases of the school district’s programs as well as with related community services. • Discuss common concerns and exchange information regarding pupil services policies and procedures. • Encourage the development of policies and procedures at state and national levels which will promote desirable pupil services practices.

ANOTHER BENEFIT OF MEMBERSHIP IS: OAPSA is an affiliate of both The National Associationof Pupil Services Administrators(NAPSA) and The Council of Administrators of Special Education (CASE)
Ohio used to have an active CASEChapter and now CASE is back, alive and well once again in Ohio! OAPSA members voted overwhelmingly in May 2019 to become a CASE Affiliate. OAPSA keeps the name of OAPSA but now we will be the CASE Affiliate in Ohio.
OAPSA to Receive CASE Affiliate Charter “CASE is excited that the membership of the Ohio Association of Pupil Services Administrators (OAPSA) voted to become the 43rd CASE affiliate at their May 3, 2019 business meeting. CASE will be presenting their charter as a subdivision of the Council of Administrators of Special Education, a division of the Council for Exceptional Children, at the CASE Board of Directors meeting in Louisville, KY, October 26. This relationship will provide additional national representation and resources to the administrators in Ohio. CASE has members in all 50 states, 6 Canadian provinces, and 5 other countries. CASE provides leadership and support to members by shaping policies and practices that impact the quality of education.” A Message from Dr. Luann Purcell, Executive Director of CASE
CASE is an International non-profit professional organization providing leadership and support to approximately 4800 members by influencing policies and practices to improve the quality of education. CASE is a division of the Council for Exceptional Children (CEC). CASE publishes CASE newsletters quarterly each year in electronic format, with print available on request. The Journal of Special Education Leadership is published two times a year – Spring and Fall. CASE maintains a web site www.casecec.organd an active email list which includes a weekly update that is disseminated every Monday morning. OAPSA members are encouraged to join CASE. CHECK OUT WHAT ATTENDEES SAY ABOUT OAPSA CONFERENCES Perhaps the most helpful aspect of attending OAPSA conferences is the formal update from the Ohio Department of Education’s Office for Exceptional Children (OEC) team covering a variety of topics and relevant information pertaining directly to my district. The topics covered during OAPSA conferences remain relevant to societal changes and norms. I have been a member of OAPSA for at least seven years and I have greatly benefited from the networking opportunities and resources afforded me. It is the primary conference which I attend and suggest to other administrators. The topics of discussion and direct link with OEC are worthy strengths of the ongoing meetings. Speaking of National Level, OAPSA is a proud member of the National Coalition on Personnel Shortages in Special Education and Related Services (NCPSSERS). This is a national coalition comprised of 30+ participating member organizations, dedicated to addressing the issue of shortages in special education and related services personnel in schools. Critical shortages of special education teachers and instructional support personnel exist in all regions of the country.
