ECOSTAT – Activity on River Basin District Specific Pollutants • Based on: WFD CIS ECOSTAT WG A Report (2012) “Comparison of Limits of River Basin District Specific Pollutants set for the Demands of the European Water Framework Directive in Streams and Rivers” fromJanuary 2012. • ECOSTAT saw the need to update the report and • MS were invited to: • check their entries and/or • correct/update entries if necessary. • Timeline: • DE-Co lead has sent MS specific emails in December 2012 • DE presents an updated analysis for ECOSTAT (1) 2013. • Aim: • proposal to ECOSTAT (2) 2013 on further possible steps ECOSTAT-Meeting, 24.04.2013 Ispra 43. Distribution of RBDSPs in Rivers amongst MS Heterogenity: Only few substances were reported by more than one or some MS Communalities: The same two substances (Copper & Zinc) were only reported by 20 MS

ECOSTAT – Activity on River Basin District Specific Pollutants Question III: If the answer is "No“ for Questions I or II (or both), please describe /cite the method used to derive environmental quality standards of River Basin Specific Pollutants • Summary of some answers: • Approaches used were in principle similar to that proposed under WFD. • For substances with EQS established before 2008, the EQS were derived under the Dangerous Substance Directive (EEC/76/464). • The reason for not using the WFD procedure for setting EQS was that the EQS were introduced to legislation before this procedure (guidance) was set out. ECOSTAT – Activity on River Basin District Specific Pollutants • Summary of some (more) answers : • Threshold values were derived under consideration of EQS from neighbour countries • EQS for River basin specific pollutants have been finalised in 2010 (before CIS Guidance Document No. 27 was published) • MS have not yet identified pollutants of national concern for their water courses. • MS currently work on the revision of EQS to derive them in accordance with CIS guidance no. 27 • EQS for RBDSPs were derived in in former times (“Soviet time”). • …… ECOSTAT-Meeting, 24.04.2013 Ispra 43. ECOSTAT – Activity on River Basin District Specific Pollutants • Conclusions (I): • EQS for RBDSPs identified by some MS were derived using the procedure in WFD Annex V 1.2.6., (other MS`s didn`t use the procedure yet) • All or only some of the EQS for RBDSPs identified by MS were derived using the procedure in WFD Annex V 1.2.6. • Some MS used alternative procedures to derive EQS for RBDSPs and/orEQS for RBDSPs were used derived under previous legislation ECOSTAT-Meeting, 24.04.2013 Ispra 43. ECOSTAT – Activity on River Basin District Specific Pollutants • Conclusions (II): • Some differences in EQS values for RBDSPs among MS, probably reflect differences in the approaches used to derive the values. • Only 4 of 13 MS used the methods described in the CIS Guidance No. 27 “Technical Guidance for Deriving Environmental Quality Standards” for derivation of threshold values of specific pollutants. • CIS Guidance Document No. 27 was published in 2011, after most MS published their threshold values. • Many MS have on-going programmes on developing or refining their RBDSPs and the respective EQS values.
