Objective of ADF’s Contribution To support activities of the programme that are aimed at accelerating reduction of maternal and newborn morbidity and mortality rates.
Inputs • ADF contribution part of support to the funding of Road Map (2004 -2010) • Government : USD 25.00 m • ADF : USD 21.85 m (17%) • Other DPs : USD 81.15 m • Total : USD128.00 mill
Components Supported by ADF I. Human Resources II. Pharmaceutical and Medical Supplies III. Essential Basic Equipment IV. Facilities Development V. Routine Operations at Service Delivery Level and VI. Central Operations, Policy and Systems Development Programme
Construction of BEmOCs All Regions 10 Contracts for 43 sites North 4 Contracts in 13 sites Central 3 Contracts in 18 sites South 2 Contracts in 12 sites
Financial management • Overall Disbursement Rate, 38% II. Special account justification • 58% of funds advanced remains outstanding (USD 617,293) III. Audit report • The 2007/08 audit report is still outstanding
ISSUES • Weak supervision of contractors by consultants; • Weak supervision of consultants by GOM; • Weak coordination & poor reporting of training by RHU; • Poor coordination between Reproductive Health Unit and other Units. V) Delayed justification of SPAC funds VI) Delayed submission of audit reports
Recommendations • MOH to step up supervision of consultants; • Consultants to step up Supervision of Contractors; • Improve coordination and reporting of training by RHU; and • Improve coordination between RHU and other Department (e.g. DoFA) • Ensure that audit reports are submitted within scheduled time.
