Sintesi inerente la Sessione Tecnica del comitato di studio C5 • Principali elementi emersi inerenti al 1o soggetto preferenziale • Regolamentazione dei monopoli di rete Le regole non devono avere solo l’obiettivo di ridurre i costi, ma devono anche perseguire obiettivi di ordine economico e tecnico (ad esempio il miglioramento della qualità del servizio). La pianificazione dello sviluppo delle reti è una funzione da mantenere centralmente. • Regolamentazione dei mercati di rete Le regole per il funzionamento dei mercati devono prevedere un efficiente monitoraggio; in questa operazione gli operatori di rete possono aiutare i regolatori. Parte del dibattito ha riguardato il mercato dei servizi ancillari. E’ stata sottolineata la difficoltà di funzionamento del mercato di compensazione del reattivo (influenzato da aspetti locali e da un piccolo numero di operatori). Il mercato australiano ha mostrato l’efficienza del mercato dei servizi di controllo della frequenza, che ha consentito una riduzione dei costi Giornata di diffusione dei risultati della sessione Cigre 2006 – Milano, 30 ottobre 2006

Sintesi inerente la Sessione Tecnica del comitato di studio C5 • Principali elementi emersi inerenti al 2o soggetto preferenziale • Riforma del settore elettrico Molti paesi hanno portato esperienze sulla riforma del settore, in genere eseguita a piccoli passi e con molta cautela. L’esperienza giapponese mostra che già i primi interventi hanno portato significativi risultati; successive azioni sono più difficili e potrebbero avere vantaggi limitati • Miglioramenti da apportare al mercato Modifiche per migliorare il funzionamento di mercati già in esercizio sono possibili. In Perù si stanno introducendo schemi innovativi per la compensazione del reattivo (basati su calcoli di OPF). L’Italia ha indicato l’uso dell’approccio call option per fornire incentivi ad assicurare l’adeguatezza delle risorse di generazione. • Modelli di mercato Due modelli sono stati indicati: quello “security constrained” basato sull’uso di prezzi nodali e zonali, e quello”copper plate”, usato in molti paesi EU.
