The Problem Brief Description of Why We Are Here • Backlog of permits • Initial backlog in 1980’s, 2000, and 2006 • Long lead time for processing permits • Identify Solutions: • Design a program to reduce chances of future backlogs • Speed processing time
Solution – Process Improvement Kaizen Methodology • Clear objectives • Team process • Tight focus on time • Quick & simple • Necessary resources immediately available • Immediate results - new process functioning by end of week • Lean process
Details of the Solution Changes • Internal process is now electronic, with more to come • Improving up-front tools/guidance to help eliminate inefficient loopback interactions with facilities • Emphasizing the use of modeling protocols • Eliminating internal multiple review process • Permit writer is now the project manager and point of contact for each permit
Changes (continued) • Stationary Source Manager and Permit Writer now co-sign the permits • Utilizing the rules for Incompleteness and Denial provisions • Causes or significantly contributes to a violation of any ambient air quality standard • Inappropriate/inaccurate data used in ambient analysis • Application doesn’t demonstrate compliance with air rules

Responsibilities DEQ • Provide tools to permittee • Air Quality permit hotline 1-877-5PERMIT • Pre-application meetings • Modeling protocols • Electronic permit application forms • Toxic Air Pollutant (TAPs) checklist • Completeness checklist • Continually improving tools and process
Permittee • Submit complete application on initial submittal • Submit modeling protocol prior to submittal • Request pre-application meeting • Use tools – hotline, checklists, guidance • Thoroughly define the project prior to application submittal • Provide feedback to DEQ on tools and/or process for continuous improvement
Implementation Timing • There will be a phased-in approach for implementation: • Hotline • Pre-application meetings • Protocols • Incompleteness • Denial
