Group Discussion Guide • Overview of ownership policies of the Greater Mekong Subregion (GMS) countries - Who and what can they own (land, equity, other assets)? • Why is ownership important to the state and to the private investor? • Is ownership more important to a foreign investor than a domestic investor? • What are the pros and cons to the state having a more liberal ownership policy vis-à-vis infrastructure development?

Group Discussion Guide (continued) • Should ownership rules be different for different sectors or classes of assets (e.g. land, equity, national security projects, cross-border, etc.)? • What are possible options/solutions to the ownership issues (to private investor) to promote national infrastructure development?
