  3. Course Description The course provides a broad overview of the role of acquisition logistics in the system acquisition life cycle and system engineering processes. Lessons cover the logistics relevant aspects of: * Operational requirements identification * Life cycle costing * Sustainment logistics * Supportability analyses * Contracting * Contractor support. * Traditional elements of logistics support

Course Objectives • Comprehend the philosophy and objectives of logistics support and the attendant management functions necessary to achieve those objectives. • Gain an understanding of logistics related and logistics impacting disciplines and the policies, procedures and management techniques they employ to aid in the establishment of a logistics support capability • Know the environment in which today's defense systems and equipment are conceived, developed, tested, acquired and operated and to understand the part that the commercial sector will play in that environment now and in the future

General Information • Introductory knowledge-based course • Current version based on competencies contained in “DoD Mandatory Course Fulfillment Program and Competency Standards” and Appendix K-4 of the Acquisition 2005 Task Force Final Report. • Went on-Line Oct 99 • Latest revision on line: Version 5 January 2006 • Contains 16 Lessons • Estimated at 24 hours to complete over a 60 day period • Prerequisite: ACQ 101 • Currently enrolled: 652 of 800 slots • 4 Sections: 200 enrollment each

LOG 101 Terminal Learning Objectives:Lessons 1 - 4 • Lesson 1 - Acquisition Logistics Management: Given a scenario, distinguish the key concepts of acquisition management that are unique to acquisition logistics. • Lesson 2 – Systems Engineering and Logistics: Given a scenario, identify the Systems Engineering Process (SEP) as it relates to acquisition logistics within the IPPD environment. • Lesson 3 - Supportability Analyses: Given a scenario, identify the importance of supportability analysis, an integral part of the systems engineering process. • Lesson 4 - LCC Management: Given a scenario, identify LCC concepts as they pertain to acquisition logistics.

LOG 101 Terminal Learning Objectives:Lessons 5 - 8 • Lesson 5 - Sustainment Logistics: Given a scenario, identify changes underway in the sustainment logistics base and their impact on acquisition logistics. • Lesson 6 – Contractor Support: Given a scenario, identify the forms of contractor support and the role of the acquisition logistician. • Lesson 7 - Maintenance Planning: Given a scenario, identify how the maintenance planning process provides a basis for the establishment of supportability and support element design. • Lesson 8 – Computer Resources Support: Given a scenario, identify the management concepts and decision processes that govern acquisition and support of computer resources.

LOG 101 Terminal Learning Objectives:Lessons 9 - 12 • Lesson 9 – Supply Support: Given a scenario, identify the processes and procedures employed during provisioning, supply support, and source coding during the systems acquisition process. • Lesson 10 – Support Equipment: Given a scenario, identify the policies, procedures, and processes associated with the identification, development, acquisition and support of support equipment. • Lesson 11- -Facilities: Given a scenario, identify the process involved in the identification, design and construction of facilities to support systems and equipment. • Lesson 12 - Technical Data: Given a scenario, identify the purpose, policies, and procedures for the development of technical data in support of systems and equipment.

LOG 101 Terminal Learning Objectives:Lessons 13 - 16 • Lesson 13 – Packaging, Handling, Storage, and Transportation: Given a scenario, identify issues associated with the packaging, handling, storage and transportation (PHS&T) of systems and equipment. • Lesson 14: Manpower, Personnel, and Training: Given a scenario, distinguish the difference between manpower and personnel policies, procedures and documentation, and identify the key elements of training in support of acquisition logistics. • Lesson 15 - Acquisition Strategies: Given a scenario, identify DoD acquisition strategies as they relate to acquisition logistics. • Lesson 16 – Interface of Acquisition Logistics with Contracting: Given a scenario, identify the acquisition logistician's role in the contracting process throughout the system life cycle.

  15. LOG 101 LCMS Transition • In final phase of completion. I am awaiting final call from Brian Voge to start the original verses new course review. • Will use current LOG 101 instructors to complete the review. Am in the process of contacting the regions Academic Deans. • Gain responsibility for making courseware changes. • Instructors already identified about two dozen exam and curriculum revisions for changes.

Recommendation for Next Revision Key points to consider: • We believe that teaching the traditional logistics elements still valuable. • Provides baseline of fundamental knowledge and background on logistics • Curriculum should be modified to make it more relevant…eliminate duplication But we have work to do

  17. Recommendation for Next Revision Why update now? • Duplication with other level 100 courses (e.g. ACQ 101 and LOG 102) • Need to update element descriptions and examples consistent with current policy and guidance • TLOs/ELO’s need thorough review Must set the Logistics Knowledge Baseline

Recommendation for Modules Lesson 1: AcquisitionLogisticsManagement • Should be reviewed for relevancy • Should be an introduction of policy and guidance relevant to acquisition logistics Lesson 2: System Engineering & Logistics • Explore possibility of linking into SE lesson used for ACQ 101. • Address design interface and logistics aspects

  19. Recommendation for Modules Lesson 3: Supportability Analysis • Eliminate lesson and add material to the Systems Engineering lesson. Lesson 4: Lifecycle Cost Management • Lesson meets current requirements as is.

Recommendation for Modules Lesson 5: Sustainment Logistics • Eliminate lesson due to duplication with LOG 102 • Review to determine if appropriate to move lesson screens to other modules Lesson 6: Contractor Support • Review and add information from DoD publication “ Contractor Personnel Authorized to Accompany the U.S. Armed Forces”

  23. Recommendation for Modules Lesson 12: Technical Data • Review lesson to confirm the fundamental processes for acquiring technical data (e.g. validation, verification, etc.) Lesson 13: Packaging, Handling, Storage & Transportation • Include information on passive and active RFID

Recommendation for Modules Lesson 14: Manpower, Personnel & Training • Lesson has been updated to include 5000.2 changes • Training section needs beefing up Lesson 15: Acquisition Strategies • Consider changing to Logistics Acquisition Strategies since Acquisition Strategy fundamentals are covered in ACQ 101 (redundancy)

  25. Recommendation for Modules Lesson 16: Interface of Acquisition Logistics with Contracting • Recommend changing lesson to “ Logistics Contracting in New Acquisitions” • Model lesson after MIL HDBK 502, Section 8, Logistics Considerations for Contracts

  27. Challenges • Will the scope of revision proposed require more man-hours than previously estimated. (known/unknown) • Will full budget proposal submitted be approved?
