Outline • Introduction • Objectives and Processes in Developing the RSSIS • Issues and Constraints in Pursuing the RSSIS • Managing the RSSIS • Developing the CLSIS • Future Directions
Rural Sector Statistical Info. System (RSSIS) • A comprehensive, integrated, well-managed and sustainable statistical system for the rural sector • Intended to aid government: • In developing appropriate strategies • Implementing policies and programs • Monitoring the progress of poverty reduction in the rural areas.
Objectives of RSSIS • Make available all the important and relevant statistical indicators that are required in monitoring rural welfare and the progress in poverty reduction in the country • Envisioned to be the Philippines’ version of the World Bank’s Rural Profiles
Processes: Assessment of Data Systems The first critical step towards developing the RSSIS Activities • review of the basic mandates of major statistical agencies; • review of existing data that normally carry rural – urban disaggregation; • Discussions with major data producers and users of rural statistics.
Processes: Revisiting the Agr’l Indicators System (AIS) The Agricultural Indicators System (AIS) would be subsystem of the envisioned RSSIS. Philippine Setting: RSSIS rural sector AIS Agricultural sector
Processes: Drafting the RSSIS Framework • Built on the Agri. Indicators System (AIS) to avoid possible duplication of statistical outputs of the BAS • Designed to capture the urban-rural sector distinction • To cut across economic, social and financial concerns

Processes: Training of BAS staff on RSSIS modules • BAS mandate focused on agriculture • RSSIS cuts across much wider range of concerns • Training in the form of lecture series on RSSIS modules was conducted
Processes: Consultations • Presented to data producers and users • Generate inputs and insights from stakeholders. • Internal as well as external consultations • Formal and informal
Dev’t of computer-based indicator system management • Developed applications programs to manage databases and generate indicators
Issues and Constraints in Pursuing RSSIS • What is rural? • Identifies urbanity conditions and takes rural as complement • Agriculture or rural? • Taken as almost synonymous • Linking with source agencies • Achieving cohesiveness in a decentralized statistical system
Managing the RSSIS • BAS to play central role • Build on the AIS to include socio-economic, finance and infrastructure concerns • Create an inter-agency Advisory Steering Committee • Organize an internal RSSIS Management Committee
Developing the CLSIS • RSSIS provides national level indicators • In a devolved governance regime, a community level information system is needed • Pilot development in four provinces • Strong technical and social preparation
Developing the CLSIS (cont. . .) • CLSIS gathered, organized and analyzed household level demographic data, and a report on agricultural and fishery activities
Future Directions • Looking at indicator systems at two extreme levels: macro RSSIS and micro CLSIS • Maintenance of RSSIS • Maintenance of CLSIS • Complementation between LGUs and national agencies
