2. Overview The NC Expert Status Adjudication Program determines the liable status of all new employers who are not successors
Determination is based on the data provided on the Employer Status Report
3. Features & Benefits Determines if the employer is already liable using the Federal Employer Identification Number (FEIN)
Determines the law section under which the employer is liable and the effective date
Assigns an account number
Builds the employer root, experience rating, special address and owner/officer database segments
4. Features & Benefits Determines which liability letter is applicable and generates the letter
Determines if the employer failed to complete any required items on the status report and generates missing information letters
5. Features & Benefits Determines what quarterly report forms are due and generates transactions to print these forms
Parses the principal activity description and assigns the broad band SIC and NAICS codes.
6. Applications The adjudication of liability status for approximately 80% of new employers becomes a simple data entry task
Higher-paid adjudication staff is freed up to work on successorships and changes to existing accounts
7. Specifications Application is mainframe-based using COBOL II v4 and CICS
The mainframe-based program is the back-end of an internet application to allow new employers to apply for unemployment insurance coverage
The browser-based Employer Status Report will be linked to the expert system via COMTI and Microsoft HIS.
8. Availability There are two versions of the expert system running due to the recent redesign of the Employer Status Report
The internet application is currently being coded and tested and is based on the recently revised form
The internet application will be rolled out under our new web portal infrastructure which is targeted for implementation by the end of September
