Major changes of AI3 funding • Major fund owner of AI3 will change • Current :Part of APII:Aisa-Pacific Infomation Infrastructure(until Sept,2003) • New plan: Testbed for R&D for Asia Broadband Satellite Technology(From Oct.2003 to Mar.2006) • Research fund for AI3 Partner • To value up of AI3 testbed, AI3 partner can use some research fund.

Action Item • Change the scheme to encourage more active research collaboration • Make clear Partner’s rights and duties • Smooth operation of AI3 organization with quick decision • Stronger publication of the research output of AI3 • Revise MoU between WIDE and each partner • Need new contract must be made by end of Sept.

Partner’s rights and duties • Current • Rights：Assignment of satellite bandwidth(fixed) • Duties：Operation of earth station and network • Organization : University, School, Academic Institute, Research Institute • New plan • Rights :Assignment of satellite bandwidth(variable) + voting for director + research fund • Duties :Operation of earth station + research collaboration, research output • Organization : University, School, Academic Institute, Research Institute

Bandwidth assignment policy • Satellite bandwidth for each partners • Guaranteed bandwidth • Even if there is no traffic, this bandwidth are assigned (ex.128kbps) . • Priority bandwidth • If traffic goes up, satellite bandwidth assigned automatically upto this bandwidth(ex.1.5Mbps). • Operation of earth station • Each partner should maintain and operate their equipment. • Priority bandwidth for each partners will be periodically reviewed and adjusted by the directors
