Wat is veiligheidscultuur?(1) De veiligheidscultuur is « het geheel van eigenschappen en attitudes die - zowel binnen de organisatie als bij elk individu van de organisatie - er voor zorgen dat elk aspect met betrekking tot de veiligheid op een bevoorrechte wijze de nodige aandacht krijgt ” (IAEA Safety Series 75-INSAG-4)

De IAEA-standaarden en –richtlijnen (2) • Reference report for IAEA Safety Culture Assessment Review Team SCART (Vienna, February 2008) “The general purpose of the SCART Guidelines is to provide guidance on the preparation, conducting, reporting and follow-up of SCART missions. In addition, the guidelines have the purpose to define a process of a comprehensive safety culture assessment. ….. the SCART Guidelines offer a method, which is based on behavioural science”

  10. De IAEA-missies • SCART-mission: IAEA Safety Culture Assessment Review Team: “To conduct an in-depth independent review of safety culture at a Member State nuclear facility. SCART missions are conducted by a team of safety culture experts from several countries. The overall aim is to provide advice and assistance to Member States to enhance the safety culture of the nuclear facility. …… to identify strengths and opportunities for improvement of safety culture. ”

  12. En hoe zit het hiermee in België? • Het FANC (en AVN) hebben een « erosie » van de veiligheidscultuur in sommige inrichtingen vastgesteld en hebben aan deexploitanten gevraagd acties te ondernemen: • EBL in 2004 • IRE sinds 2005 • Sterigenics in 2006 • CEN-SCK in 2006 • …

  13. Verwachtingen van het FANC inzake nucleaire veiligheid • FANC méér eisend • Op vlak veiligheidscultuur (veiligheidsbewust, veiligheidsmanagement) • Op vlak van sensibiliseren/stimuleren en voorbeeldgedrag van het management • Op vlak risicoanalyse (systematisch bij onderhoud, wijzigingen, speciale operaties, ...) • Op vlak van incidentenanalyse en tegenmaatregelen • Op vlak van opleidingen van en informatie voor het personeel

  14. Verwachtingen van het FANC inzake nucleaire veiligheid • Op vlak van inspanning met oog op beperking menselijke fouten, invoering van een “menselijk performantiebeleid” • Synergie tandem FANC/Bel V • Misschien ook IAEA-SCART-missies in detoekomst …
