On the basis of decision on “Strategy of Provincial Administration Reform and Development”("Official Gazette of AP Vojvodina", number14/06),the Executive Council of the Autonomous Province of Vojvodina at session heldon the 5th of September 2007. enacted decision on Strategy of e-Administration of Provincial Authorities ("Official Gazette of AP Vojvodina", number18/07)

  3. This strategic document is in accordance with republic and European standards and values and it represents basis for government modernization and increase of efficiency of provincial administration.

  4. BASIC GOALS The basic goal is modernization, as well as the integrated application of the ICT in provincial authorities to enhance: • efficiency, • effectiveness, • transparency, • responsibility and • economy in the work of provincial authorities and provincial civil servants.

  5. BASIC GOALS • to improve the quality and availability of information and services provided to users by provincial civil servants and • to ensure a more active participation of citizens in decision-making processes and spreading the democracy in the society

  7. The eAdmnistration Strategy of Provincial Authorities has considered current situation in the fields relevant for the introduction of eAdministration of provincial authorities. This strategic document established the basic goal and principles, as well as the vision and action plans with the timeframes for the implementation of projects.

  8. The envisaged timeframe for the implementation of projects has been established on a • short-term basis (by the end of 2007), • mid-term basis (2008/2009) and • long-term basis (2010/2013). Action plan identifies and defines: • 16 projects and • 14 sub-projects

Action plan provides for all projects and sub-projects: • project identification, • objectives, • detailed description, • main tasks and phases; • implementation time-frame estimates (starting date, ending date), • cost estimate • project type, • indicators for results assessment • risk evaluation

  17. Use of ICT makes available huge amount of knowledge. Knowledge is the central resource in the economy of the information society. Information society is the building block for knowledge society. INFORMATION SOCIETY AND KNOWLEDGE SOCIETY

PREVIOUS ACTIVITIES 2002: Enacted the „Law on Establishment of Specific Competencies of the Autonomous Province” 2003 – 2004: Initiated the “E-Vojvodina Programme” within the “Integrated Regional Development Plan of AP Vojvodina” (IRDP) 2005: Started implementation of the“E-Vojvodina Programme” 2006 – 2007: Enacted a number of relevant strategic documents 2009: Preparation of the “Strategy for Development of Information Society in the Autonomous Province of Vojvodina ”

IMPLEMENTATION APPROACH Strategy sets principles and frameworks Implementation plans are created one year in advance at provincial and municipal level Harmonization of plans Adoption of plans by competent provincial and local authorities Implementation plans are financed from the budget of the Republic of Serbia, provincial or municipal budget, or other funding sources Revision of the Strategy on a one-year basis Provincial authorities provide technical assistance / expert support for local authorities in plan creation and/or implementation
