FAA Reauthorization • FAA Modernization and Reform Act of 2012 • $16 billion through 2015 • $16 billion per year
Next Generation Air Transportation System - NextGen NextGen will: • Increase capacity • Reduce delays • Reduce emissions • Reduce fuel consumption • Reduce noise
Make it Safer – satellite provides faster updates with greater positional accuracy versus conventional radar for surveillance and navigation. Make it More Efficient - delays in 2009 resulted in $2 Billion in lost income and $9 Billion in lost productivity. Make it Flexible - demand and congestion will increase dramatically and our system must be flexible to accommodate NAS user needs. Make it Sustainable – impact on the environment with petroleum based fuels, carbon emissions and noise. • What can NextGen achieve for theNational Airspace System?
Current NextGen Programs • Data Communications (Data Comm)System Wide Information Management (SWIM)Automatic Dependent Surveillance – Broadcast (ADS-B)Time-Based Flow Management (TBFM)Optimization of Airspace & Procedures in the Metroplex (OAPM)
Automatic Dependent Surveillance – Broadcast (ADS-B) • Automatic • Periodically transmits information with no pilot or operator input required • Dependent • Position and velocity vector are derived from the Global Positioning System (GPS) • Surveillance - • A method of determining position of aircraft, vehicles, or other asset • Broadcast • Transmitted information available to anyone with the appropriate receiving equipment
Where ADS-B is proving itself today • Alaska – Capstone Project – Surveillance/Wx/Traffic info • Gulf of Mexico – Helicopter Community - Surveillance • Louisville – UPS – In-Trail sequencing with FIMS • Philadelphia – US Air - Connectivity/ STARS Platforms • Pacific Ocean – In-Trail Procedures – Air Australia/United
Major Safety Initiatives • Runway Safety • Enhanced Airline Safety • General Aviation Safety
Unmanned Aerial Systems – UAS Operating in the National Airspace System • Current uses • Future uses • Safety challenges • Have a plan to integrate into the NAS by 2015
Environment FAA is working independently and with industry on: • Engine and airframe technology that will reduce noise • Alternate fuels that will reduce fuel burn and harmful emissions • Noise mitigation strategies for airport communities • NextGen technology and procedures that will reduce fuel burn, emissions and noise FAA is also working with international partners to develop realistic noise and emissions standards.
FAA Organizational Changes • Associate Administrator for Finance and Management • Optimize Shared Services • Upgrade Strategic Capabilities • Realign in Support of NextGen • Enhance Cross-Organizational Collaboration and Clarify Decision-Making • Build a “One FAA” Culture
Aviation and Space Education Program • Real World Design Challenge
