ODL-NCDO NCDO VISION The full implementation and national participation on innovative mechanisms for the mitigation of climate change which, at the same time, support poverty reduction and sustainable development in the country. OBJECTIVES • Foster, guide and support,the equal participation of all sectors in the carbon market, sustainable development activities through the participation in the carbon market and other trading schemes. • Promote the generation, development, implementation, and marketing of CDM projects in Bolivia.

CONCLUSIONS AND COMMENTS • According to the present report, the activities planned for 2004 were completed in a 90% with a small amount of delay taking into account the change in the management of the NCDO. The activities that accounts for 10% is the P2, Analysis of the legal framework for CDM investments. In this regard, the aim was to have in place by now a legal framework for CDM investments with specifics incentives but also with clear rules in the CERS distribution. Both topics are key aspects of a legal framework that encourage and foster investment but also require a fairness treatment in the benefits distribution that a host country should receive.ACTIVITIES AND PRODUCTS 2004

Conclusions • The working plan for 2005, will be focus into: strengthen the capabilities in terms of training and tools of the NCDO to provide an adequate technical support to project developers and also improve the approval procedure at a stage that will be standardized, transparent and efficient in its objectives that are the assurance that a project has a relevant contribution with the sustainable development in the country supporting project developers to advance all the projects in the portfolio to a final stage. • There are nevertheless another roles that were not planned for the NCDO, that need to be addressed and also include in the actual work scheme, specially in terms of capacity building along with financial support.
