Reregulation • Shippers and customers are lobbying for: • New controls on railroad rates and profits. • Service levels on “common carrier” scale. • Railroads argue: • Will result in reduced profits, therefore reduced service. • Will cut into the ability to increase capacity. • Will obligate railroads to provide unprofitable services.

Nationalization • Most countries have a nationalized rail system • Benefits if done correctly: • Establishes a cohesive control and plan for development • State funding as a public service will ensure supply and demand is balanced. • Can better focus needs resulting in domestic industry • Can make more money available for capital investments • Criticisms if not done correctly: • Bureaucracy may result in slower administration and innovation • State funding may focus on “profitability”, which stifles investment • Can lead to smaller base of rail domestic industry
