  1. Applying a Human Rights-Based Approach and Mainstreaming Gender in Local Development Programming and Implementation Case of Municipal Governance and Sustainable Development Programme of UNDP, Ukraine

  2. Activities of UNDP/MGSDP Through community mobilisation approach the stakeholders are mobilised • To form – • Citizens – Neighbourhood Dev. Org. • Schools – Network as Social Dev. Centre • NGOs – Network as Env. Dev Centre • SMEs – Network as Business Promotion Centre • To prepare sustainable development plan on participatory basis • To undertake local sustainable dev. initiatives on participatory basis • To undertake participatory monitoring of the local activities • Local Ownership - Municipal Support Unit of partner municipalities implement programme activities at local level. Each local partners own its process/activities • Involvement of local/regional/national authorities in the process • Project provides support to strengthen capacity of its partners

Human Rights Based Approach and Gender Sensitive Programming in the Project • Human Rights Principles: • Non-discrimination: people of all classes/sexes/religions are eligible • Support of vulnerable groups: low-income groups, people living with HIV/AIDS, disabled, children (youth), women • Participation: 80% or more families participate in the process • Equity: all or more than 80% of members benefit • Accountability: practicing public audit, participatory assessment • 2. Gender: • Promoting women’s participation • Fighting gender stereotypes • Awareness activities on gender • Gender-sensitive language, indicators

Tools Used and Justification • Situation Analysis (tabulated and graphic): provided by BRC and internalised in MGSDP process manuals • Selection criteria for Programme area: HDI, ecological situation, social services, living conditions hardship • Methodology of local needs’ prioritisig by the partner communities: evaluating productivity (basic need fulfillment), equity (gender balance, % of members benefit), sustainability, ownership (people’s participation in the cost of the project) • Monitoring of beneficiaries: male, female, poor • Public auditing and participatory assessment (accountability, leadership, support of poor, women’s participation)

  5. How Were the Tools Used 1. By terms of partnership with the community organisations 2. Through the institutional framework of MGSDP and ABDA to mainstream HRB and gender approaches fast and at low cost into the activities of all stakeholders 3. Through Municipal Support Units working at local level 4. Through role model and success stories 5. Through capacity building and awareness packages (exchange visits, specialised literature, peer-to-peer learning, trainings)

Challenges Faced in Developing and Implementing the Tools • Mindset of people is often constraining new ideas • No prior experience with ABDA in urban community • Finding suitable terminology • People tend to appreciate the opportunity of mobilising additional resources rather than valuing the process of good governance • Policy/legislation barriers

  7. Lessons Learned • HRB applying and gender mainstreaming is an education process • There is strong interest among the stakeholders to utilise the technology offered by Project • Mindset of people at all level takes time to change • “Champions” in the respective areas should be involved in the process • Demonstration effect is the best motivating factor

  8. New Initiatives Planned • Continue the awareness activities and further consolidate the established frameworks • Assess the impact of implemented activities • Establish multi-sectoral cooperation with other players (specialised agencies) • Strengthen linkages with academia and ensure mainstreaming of our learning in the university curriculum • Develop success stories for replication of best practices
