Documents Have Many Paths: • A Return to Departments for rebudgeting • Return to Sponsor for clarification/negotiation • Review by Legal/General Counsel • Review by Regulatory/Compliance offices/functions—IRB, IACUC, COI, Export Control, etc. • Review by subawardee, or negotiation, or rebudgeting. The goal is to launch ALL OF THESE in parallel, rather then serial fashion to save time, and to have “at a glance” accountability as to status of any document.
Sponsored Program Metrics for Service and Accountability • 1-3 days for getting a FOAPL request to Sponsored Accounting from the day we receive Notice of Award document • 1-5 days for getting any other document (subaward, MOU, MTA) through the system of all necessary offices. The days for the Sponsored Program metric DO NOT INCLUDEthe days a document spends in any of the other offices for review, edit, processing and approval. It is solely the time spent in Sponsored Programs. NOTE
You are directed to incorporate a 3% out-year increase for each additional budget year. Budgets must have annual increases for salaries and wages, as well as purchased goods and services. • Even though an agency may not require such inflation factors, if you fail to build them into your budget you will have less success of full cost recovery over the life of the project.
