Cost Estimation and Analysis
Planning Programming Budgeting and Execution (PPBE) analysis
Support to JROC with costs
Guidance and performance of Analyses of Alternatives
Related guidance, policy and research initiatives
Significant increase in domain of reviews, to include MAIS
Reports directly to Congress on annual activities and O&S studies
Director of CAPE:
Now Senate-confirmed appointee
For Cost community this is a change; CAIG chairman has been Career Civil Servant
Subsumes OSD PA&E/CAIG resources as well as new resources required to discharge duties
4. Performance Assessment and Root Cause Analysis (PARCA) Current plans call for PARCA to report to the Principal Deputy, USD(AT&L)
Three PARCA divisions:
Performance Assessment (PA): assures PA performed as required by law; actual PA work done by other USD(AT&L) offices
Root Cause: Directs and conducts Root Cause studies as required
Such studies must, specifically, include a review of cost estimate quality
Earned Value Management System (EVMS): Establishes EV policy & standards, as well as operates EV system for use throughout DoD
This function not required by law, but its inclusion fixes a current flaw
Like CAPE, PARCA must report annually to Congress on its activities
WSARA silent on qualifications of PARCA director; current plan is to appoint a career civil servant with Hill experience
