Overall goal of the cluster approach GLOBAL SHELTER CLUSTER “…..improving the effectiveness of humanitarian response by ensuring greater predictability and accountability, while at the same time strengthening partnerships between NGOs, international organizations, the International Red Cross and Red Crescent Movement and UN agencies.”

Shelter Cluster at the global level GLOBAL SHELTER CLUSTER • Open email network for interested shelter agencies, institutions and independent consultants • Global meetings for participating agencies and institutions – IASC agencies and non-profit institutions or entities in agreement with IASC guidance. • Next global shelter cluster meeting: • Jan 28th-29th 2010, Geneva. • Ad hoc meetings convened as required to support specific country level clusters • Thematic reference groups

  6. Country level cluster activations GLOBAL SHELTER CLUSTER • Conflicts and ongoing crises – UNHCR as global shelter cluster lead: • Afghanistan; Georgia; Pakistan; Chad; Sri Lanka; Yemen; DRC. Deactivated: Kenya (local focal point); Liberia • Sudden onset natural disasters – IFRC as global shelter cluster convener: • Pakistan (2005, 2007, 2008), Indonesia (2006, 2009, 2009), Mozambique (2007), Philippines (2006, 2008, 2009), Bangladesh (2007), Tajikistan (2008), Myanmar (2008), Nepal (2008), Haiti – IOM lead (2008), Burkina Faso (2009).

Recent developments and key issues arising from recent country level clusters GLOBAL SHELTER CLUSTER • Agreement by IASC for country level coordination costs to be included in standard appeals processes e.g. UN Flash Appeals, IFRC Emergency Appeals • Increasing involvement of cluster partners in coordination activities • Need for clarification/guidance on cluster co-chairing at country level re accountability, resourcing etc. • Challenge of consistent, inclusive interagency decision-making process in countries with UN Resident Coordinators • Coordination of NFIs across the clusters
