PRESENTATION OF GROUP IV J&K, Himachal Pradesh, Uttrakhand, Kerala, Goa and Andaman & Nicobar Islands participated in this group. State-specific performance, innovations and general issues are presented in the following slides:
Uttrakhand • State expects to achieve 13% more production in Kharif-2007 and has planned for 14% increase in production in Rabi 2007-08. • Uttrakhand is a net exporter of seeds although deficient in hill wheat varieties. • Uttranchal Seeds and Terai Development Corporation has produced about 3 lakh qtls. of seed in the current year and can provide seeds to any State. • 10 out of 13 districts have been declared organic. However, there are no standard outlets for supplying micro-nutrients, bio and organic products. • State Govt. is promoting extension through farmer to farmer contact programme, dealers of agricultural inputs and Mandi Samitis.
Uttrakhand Contd., • State expects to cover all 16000 Nyaya Panchyats under extension programme. • 284 self help groups have been organized and trained in promoting collective bargaining for better prices for basmati. • State is encouraging enriched compost by blending it with chemicals and micro-nutrients like iron pyrites/rock phosphate/waste cocoons etc. • In hilly areas, aromatic and medicinal plantations are being promoted. • To address issue of soil fatigue, short duration cowpea introduced from Nigeria has been promoted. • 20% of afforestation programmes to promote fodder plantations.
INNOVATIONS • Women friendly farming equipments are being promoted. • Apiculture as a mean of pollination in apple crop is being encouraged.
Himachal Pradesh • In spite of deficient rains, Kharif targets will be achieved. The State is planning for 12% increase in production in Rabi 2007-08. • Entire State has been brought under ATMA. KVK and mass media support is proving valuable in dissemination of information. • State is not self-sufficient in seeds. Requirement met through NSC, Haryana and NAFED.
Himachal Pradesh contd… • State plans to raise SRR from 17% to 28% in next three years. • Fertilizer shortage because of inability of IFFCO to meet state’s requirement has been reported. State has achieved NPK ratio of 4:1.2:1. • State has requested for assistance to create organic farming system.
GOA • State is deficient in food production essentially because of very large floating tourist population. However, Kharif targets will be met. • State is promoting public and private partnership for extension involving industry and cooperatives.
ANDAMAN & NICOBAR ISLANDS • 93% of the area is under forestry in the UT and a small area of 50,000 ha. is available for agriculture, essentially plantation crops. • State has expanded its extension network through Rural Knowledge Centre and Extension Centres. • High value agriculture programme is being implemented in place of National Horticulture Mission. • Tribal areas of Nicobar Island have been made completely organic. • UT faces serious problems in transportation of copra. • UT has requested for revision of standards of copra to make it eligible for MSP.
KERALA • State has very high density of population. Land holdings are small and average size is 0.24 ha. • State is deficient in food grains. Kharif targets will be met. Increase in crop area coverage has not been planned. • Extensive damage to crops in Kuttanad district. • State has a Seed Replacement Rate of about 25-30%. • Seed is produced through registered seed growers by Kerala State Seed Development Authority.
KERALA Contd., • State is planning to set up Paddy Development Board to address the problems of low lying areas and salinity. • State has requested for inclusion of Palakad district in NFSM as 1/3rd of rice area in this district. • State has demanded extension of micro irrigation to coffee, tea and cardamom in the districts covered under Prime Minsiter’s Relief Package. • State plans to extend ATMA to entire State. • State has demanded extension of MSP to green coconut.
JAMMU & KASHMIR • State will achieve Kharif targets inspite of drought in some of the drought prone areas. • State has requested for change in National Horticulture Mission’s norms because large areas under horticulture are in upland areas / karewas which have special irrigation requirement. • State has serious problem of non-availability of quality material under National Horticulture Mission. • State plans to raise productivity of apples from 10 to 20 tonnes per ha. in next five years. • State has low Seed Replacement Rate and has requested that NSC may organize seed production in the State to meet its varietal requirement.
GENERAL ISSUES • States of HP, J&K, Uttrakhand and Kerala have requested for extension of NFSM to their States or atleast to some parts of these States. • These States have requested that norms covering Rashtriya Krishi Vikas Yojna be re visited to meet their special requirements. These States are special category States as well as hill areas. • Fertilizer shortage has been reported.
