The Centre of Excellence for the Americas (or CoE-AMS) was among the four Centre of Excellence Projects launched during year 2000. From the very beginning, this project had a growing impact in the region,taking into consideration several factors: Firstly, most of the CoE training production is delivered in Distance Learning mode with easy access to the ITU e-learning platform from any existing organization in the region Secondly, training fees have been applied successfully since 2002. The generated revenues are split between the Nodes and the Project budget, ensuring a long term sustainability of the CoE mechanism. Thirdly, this project has signed 17 Node agreements with Key Training Providers and Training Organizers (CITEL, COMTELCA, ACIEM, CTU, etc.) who are the real stakeholders of the CoE . To establish a regional mechanism aimed at strengthening the capacity, within the region, to develop high-level know-how and expertise in telecommunication policy, regulatory matters, management and advanced telecommunication technology. The final objective is to build a self-dependent and sustainable network of training providers offering advanced training facilities at cost on sensitive issues for the different Players of the Telecommunication sector in the concerned Regions It should be achieved by mid-2007 for Latin American Nodes and by mid 2009 for Caribbean Nodes Role and Objectives of the CoE BDT/HRD CoE-ASP May 2006
Policy makers, regulators and managers, responsible for the development of national priority policies and regulations for the telecommunication sector. Senior corporate executives and managers, in aspects relating to the management of telecommunications networks and services Over 5 years the CoE-AMS has organized 64 training sessions, attended by 2499 participants Once established, the Caribbean Nodes should offer al least 12 training sessions per year, attended by some 300 participants Target Population BDT/HRD CoE-ASP May 2006
To assess priority training and HRD needs for policy makers, regulators and operators To establish cooperation agreements between governments, regulators, operators, service providers, financing and development bodies and regional and international organizations aimed at mobilizing resources To promote the use of IT and telecommunications for e-learning and teleworking To plan, organize and implement the activities to be carried out in the region To build for each CoE programme regional network of Subject Matter Experts able to maintain an inventory of existing facilities and expertise in the participating institutions Major Functions BDT/HRD CoE-ASP May 2006
Regulatory Issues A limited number of issues but with a diversity of regional practices influenced by a growing harmonization on the regional level Business Management A wide range of topics focusing on the Operator skills with some subjects which address other Player needs (Strategic Planning, Tariff strategies, etc,.) Technology Awareness Four major topics: Broadband Services, Transitions towards NGN, Transitions towards 3G mobile networks, IP based Technologies Spectrum Management Already implemented in most of the regions. An area where Subject Matter Experts are more familiar with cooperative practices Rural Connectivity Close relationship with Universal Service Strategies. Through the implementation of a dedicated Working Plan, the CoE-AMS will seek to bring into operation in the Caribbean region a network of 3 self-sustainable nodes. Once established, these Nodes should offer together at least 20 training sessions per year distributed among 3 major areas of ICTs (Spectrum Management, Regulatory Issues, Technology Awareness) In two years, Caribbean potential content providers, service providers and technology providers already established in the region, should be able to give practical effect to Nodeagreements in order to serve as network nodes or to provide leadershipship for CoE training programmes carried out on an annual basis Caribbean Nodes Implementation BDT/HRD CoE-ASP May 2006
Establish the “Center of Excellence” brand; build a caribbean framework; create a critical mass of Training courses; attract a significant number of participants and sponsors.Funding: Seed fund established by the CoE project. Consolidate the “Center of Excellence” brand; fine tune the network and the training offer to guarantee excellent quality of the programmes offered; ensure satisfaction of participants and partners; start generating income to foster the future self-sustainability of the Caribbean Nodes.Funding: Seed fund, income due to training fees and sponsorship. (Decreasing use of the seed fund and increasing use of other resources). Achieve self-sustainability of the Center of Excellence, established as a network with recognized programmes and stable income that covers the costs of the course delivery and the coordination of the CoE activities.Funding: Income from training fees and sponsorship. CoE Steering Committee CoE AMS National Coordinator Programme Leader - Each node will be a programme leader for either one or more of the 3 CoE training domains. They will be responsible for working in cooperation with the other nodes that may be relevant as well as establishing partners to further the goal of becoming a recognised training provider in that particular programme/s. Training Partner/Provider – Centre of Excellence relies on a strong commitment to an originating partnership agreement. An essential target of the networking process is to keep this first partnership alive and to attract additional partners which could contribute to the real strengthening of the regional expertise with the purpose to increase the academic and other capabilities of the Centre of Excellence and to keep the Centre up-dated with modern technology and modern practices. A training partner may have different profiles depending on whether they offer a) In kind assistance b) In cash Assistance or c) Complementary projects . They are primarily linked to one node, due to geographical, political or practical considerations that may exist, but support other node/s. Roles and responsibilities (condt.) CoE products provide the opportunity to complement other ITU regional training activities. In this respect they need to focus first on experience and best practices.
