State (DHS) Licensing • Rule 2 (for family child care programs) • Rule 3 (for center-based programs) • No national (required) standards currently exist • Sets minimum standards of health and safety, group size, adult-child ratios, and pre-service/in-service requirements • Inspections every other year ELTM4

Key Indicators of Quality • Teacher-child ratio • Total class size • Education/experience level of staff “Quality early childhood programs meet the needs of and promotes the physical, social, emotional, and cognitive development of the children and adults; parents, staff, and administrators; who are involved in the program” ELTM4

  6. 10 Essential Components • Child-adult interactions • Curriculum • Home-school relations • Staff qualifications, professional development • Effective administration • Organized staffing structure • Quality physical environments • Health & Safety • Adequate nutrition & Food service • Ongoing, systematic evaluation ELTM4

NAEYC Accreditation • Began in 1985 • National, voluntary accreditation for programs that serve at least 10 children within the birth through 5 year range, and/or 5 to 8 years (before and after school). • NOT for family child care (NAFCC) or exclusively school-age care (NSACA). • Must be licensed and running for 1 year +. ELTM4

Statement of Commitment • Ensure that programs are based on current knowledge of child development • Respect and support families in their task of nurturing children • Respect colleagues in early childhood education and support them in maintaining the Code of Ethics • Advocate for children, their families, and their teachers • Maintain high standards of professional conduct • Recognize how personal values, opinions, and biases can affect professional judgment • Be open to new ideas and be willing to learn from suggestions of others • Continue to learn, grow, and contribute as a professional • Honor the ideals and principles of the Code of Ethics ELTM4

  11. NAEYC Code of Ethics “Above all, we shall not harm children. We shall not participate in practices that are disrespectful, degrading, dangerous, exploitative, intimidating, psychologically damaging, or physically harmful to children. This principle has precedence over all others in this Code.“ ELTM4
