ABALONE EXPERIMENTAL FISHERIES: EASTERN CAPE AND EAST OF FALSE BAY

This project aims to develop and implement an experimental design for abalone fisheries in Eastern Cape and False Bay. The experiment will gather data on the abundance and productivity of abalone resources in different zones, with the goal of exploring the viability of a sustainable fishery in each area. The implementation plan involves consultation with potential participants and operational arrangements with existing abalone right holders. Stakeholder consultation will be conducted before initiating the experimental fishery.

ABALONE EXPERIMENT: EASTERN CAPE AND EAST OF FALSE BAY EXPERIMENTAL DESIGN HAS BEEN DEVELOPED IMPLEMENTATION PLAN IS BEING DEVELOPED BY THE FISHERIES BRANCH EASTERN CAPE: CONSULTATION AND IDENTIFICATION OF POTENTIAL PARTICIPANTS AND OPERATIONAL ISSUES FALSE BAY: CONSULTATION WITH EXISTING ABALONE RIGHT HOLDERS WITH REGARDS TO OPERATIONAL ARRANGEMENTS

EXPERIMENTAL DESIGN The experiment was designed by the abalone scientific working group, which included abalone zonal representatives The recommendation was drafted in the context of the abalone TAC recommendation for 2010/11 In both areas, spatial distribution and availability of abalone resources were considered The viability of a future sustainable fishery in these areas are being investigated Experimental allocations were recommended in various zones so that data could be collected to demonstrate abundance and productivity of the resource in each zone. A permanent fishery can only be considered in a zone if productivity is high enough.

  4. IMPLEMENTATION PLAN – FALSE BAY The implementation plan in False Bay will have to consider a number of options with regard to allocations. The most favoured plan is to allocate 12 tons of abalone on an experimental basis in these areas to right holders who currently fall into zones with zero TAC allocations Existing processing and marketing facilities will be used

  5. IMPLEMENTATION PLAN (EASTERN CAPE) In the Eastern Cape, discussions have been held with communities that live in seven areas, each of which will be allocated 1.5 tons on an experimental basis. A legal entity will have to be created in each community to represent the fishers Catches will initially have to be made on behalf of these communities by licensed divers In the first year the licensed divers will have to train one or two divers from the community. Holding facilities will have to be provided and catches collected from each area for processing It is recommended that all catches initially be processed and exported by a single service provider appointed by DAFF If the fishery is deemed to be viable after three years, a permanent fishery with allocations for each area will be established

  6. STAKEHOLDER CONSULTATION In both False Bay and the Eastern Cape, the final implementation plans will be discussed with the relevant stakeholders for their approval It is envisaged that the experimental fishery in False Bay could be initiated by beginning of April 2011 It is envisaged that the experimental fishery in the Eastern Cape could be initiated by mid-May 2011
