  2. THE SYSTEM NEEDS MUST BE MET • NEW TECHNOLOGY WIND GENERATORS MEET THE NEW STANDARD AT A REASONABLE COST AND SHOULD BE REQUIRED • THE EXISTING AND FUTURE SYSTEM MUST BE ANALYZED BY COMPREHENSIVE STUDIES TO INSURE PLANNING AND OPERATING CRITERIA ARE MET

  3. NO DOCUMENTED NEEDFOR RETROACTIVE REQUIREMENT • COST FOR COMPLIANCE IS SUBSTANTIAL • NO STUDY PUT FOREWORD DEMONSTRATING THAT THE EXPENDITURE SOLVES ANY KNOWN PROBLEM

  4. GRANDFATHERING IS STANDARD PRACTICE • ERCOT -- CONVENTIONAL GENERATION REACTIVE REQUIREMENTS • ERCOT -- WIND GENERATION REACTIVE REQUIREMENTS • ERCOT – POWER SYSTEM STABILIZERS • FERC -- WIND GENERATION VRT REQUIREMENTS • NERC – ALL GENERATION VRT REQUIREMENTS (NOT YET APPROVED)

WGRs that are part of a Generation Interconnect Agreement signed after January 1, 2003 and before August 1, 2008 shall, by January 1, 2009 elect either to: • meet the requirements of Section 3.1.4.6.1 by January 1, 20125or;. • Fund a study performed by ERCOT to evaluate the actual voltage ride through compliance requirement, for that WGR, needed to meet the requirements of section 5.1 Planning Criteria. The WGR’s funding obligation for the study shall not exceed $50,000. The WGR shall meet the requirements determined by the study within 24 months of the completion of the study; but, in no case shall the WGR be required to meet requirements beyond the requirements of section 3.1.4.6.1.
