  2. FALBALA project • First Assessment of the operational Limitations, Benefits & Applicability for a List of package I AS applications • Phase 1:Better understanding ofthe current situation (WP1 & WP2) • Phase 2: Initial assessment of the operational applicability and benefits (WP3 & WP4)

  3. Forum agenda (1/2) • 09.00 Welcome and opening remarks • 09.10 Agenda and project overview • 09.30 WP1 – Current situation analysis – Airspace perspective • 10.30 Questions / discussion • 10.50 Coffee break • 11.10 WP2 – Current situation analysis – Aircraft perspective • 12.10 Questions / discussion • 12.30 Lunch break

  4. Forum agenda (2/2) • 14.00 WP4 – Operational indicators, questionnaires, and workshop • 15.00 Questions / discussion • 15.20 Coffee break • 15.40 WP3 – Assessment of possible operational benefits • 16.20 Questions / discussion • 16.40 Project conclusions and recommendations • 16.55 Concluding remarks • 17.00 Close

  5. Project context • Investigation for 4 European environments • Paris, London & Frankfurt TMAs • En-route European Core Area • Investigation of 3 Package I Airborne Surveillance (AS) applications • Enhanced traffic situational awareness during flight operations (ATSA-AIRB) • Enhanced visual separation on approach (ATSA-VSA) • Enhanced sequencing and merging operations (ASPA-S&M)

  6. ATSA-AIRB • Objective • Provide the flight crews with an “enhanced traffic situational awareness” irrespective of visual conditions in all airspace • Additional data on other aircraft provided in supplement of traffic information provided either by controllers or other flight crews • Primarily safety benefits but also improved efficiency of air traffic control • Responsibilities • Unchanged core roles of the flight crews and the controllers • No change in separation responsibilities: standard rules apply

  7. ATSA-VSA • Objective • Perform visual separation supported by CDTI elements on a more regular basis • Enhance the runway throughput and conduct safer visual separation on approach • Responsibilities • Like today, once visual contact is established the pilot is cleared for visual separation from the preceding aircraft

  8. ASPA-S&M • Objective • Provide new ATC instructions which ask flight crews to establish and maintain a given spacing from a designated aircraft • Potential ATC workload, capacity and efficiency benefits • Responsibilities • Responsibility for separation remains with the controller • Pilots have to comply with spacing instructions

  9. Project approach (1/2) • Analysis of European Core Area radar data • Operational feedback and consolidation • Qualitative and quantitative analyses • Airspace and aircraft perspectives

  10. Project approach (2/2) • Flight Phases under investigation depending on the application

  11. Participants • Consortium • DFS, CENA, EEC, NATS, University of Glasgow & Sofréavia (Project Leader) • Implication of operational experts • 3 major European ANSPs: DFS, DGAC & NATS • 3 major European Airlines: Air France, British Airways & Lufthansa • Support from • EUROCONTROL CARE/ASAS (customer), ADS & AGC Programmes

  12. Timescale and milestones • Kick-Off Meeting = T0 • 15 July 2003 • Operational Workshop • 18 March 2004 (NATS, Heathrow control tower) • Dissemination Forum • 8 July 2004 (EUROCONTROL HQ, Brussels) • FALBALA Final Report delivery = T0 + 12 months • 15 July 2004
