Consider If the public only read the goals and results section of the SPIL: • Would they know what you wanted to achieve? • Would they consider your services successful? • Would they encourage the use of tax payer dollars in the future?
Never assume the public cares as much about your program as you do 6
Begin with a Vision • A vision is a picture of the world in X years from now: • A man will walk on the moon. • All children will be able to read. • A vision statement is a description of that picture. • Identify focus, motivate, and inspire.

Planning Myths • The activity I’m working on is too complex. No data can capture the complexity of what we’re doing. • We have long term goals. Data won’t be available for a long time. • Data and performance measures don’t work for knowledge workers like us; they only work in programs with physical outputs.

Baseline Measures Because you want to show change, it is always good to have a baseline or beginning measure taken BEFORE the plan/intervention has begun. Your baseline measures should... Be a measure of what the world was like pre-plan or intervention 29
Performance Target Performance Target The specific intended results to be achieved within explicit timeframes, against which actual results will be compared and assessed 30
Contextual Information 31 What will someone need to know to be able to interpret the data? If it is needed, and not provided, what kind of communication process will occur?
Why use this SPIL Planning Model? • What gets measured gets done • If you don’t measure results, you can’t tell success from failure • If you can’t recognize failure, you can’t correct it • If you can’t see success, you can’t reward it • If you can’t see success, you can’t learn from it • If you can’t show how $7,500,000 resulted in successful programming the public may ask, why should programing continue?
In many ways, administering the IL program is like running in a maze: There are always obstacles to be overcome, entries that cause us to re-trace our route, unexpected turns and a clear path… …if only we knew where it was.

Goal 2 of 6 • Goal 2: Increase Outreach and Awareness to Youth • Goal Description: Increase the outreach to and public awareness of independent living to youth through the Kansas Youth Empowerment Academy through a special project grant.

Increase Core Services • Centers will collectively educate policy makers at state and national levels about the need to increase base funding for Centers for Independent Living to 500,000 by 2013. • Support Independent Living Day at the Capitol in FY 2011, 2012, and 2013. • SILCK will provide information to centers gathered from their statewide public hearings. • The network of centers will decide on a collective message to deliver during Independent Living Day at the Capitol and send consumers, staff and board members to deliver relevant information and a consistent message. • The outcomes are …? What is the measure of core services? Are they up or down?
Increase Outreach and Awareness to Youth • KRS will administer a portion of the Title VII Part B grant funds to Kansas Youth Empowerment Academy (KYEA) and monitor outcomes related to increased outreach to youth. • Does administer and monitor = increase outreach and awareness? How do you know?
Increase Participation in the Workforce • The network of Kansas centers will provide outreach and education to increase awareness about Kansas' Medicaid buy-in program, Working Healthy, and the services which are available through KRS by participation in the Kansas Disability Caucus in 2011 and 2013. • Does this mean if you participated there is reason to believe workforce participation increased?
Increase Participation in the Workforce – cont. • Centers and KYEA will provide outreach and transition services to youth in the community in order to deliver the skills necessary to enter the workforce; including but not limited to: building self-esteem, problem solving skills, self-advocacy skills, knowledge of community resources, goal setting; exploration of career opportunities as well as labor market and educational requirements through linkages to workforce development centers, school and other community partners, while increasing youth participation in the Disability Caucus. • Did you? • Remember my daughter who wanted a rich and handsome husband?
