Part V proposes five district goals—synchronous with the goals of the colleges—to be used in yearly planning and budgeting. Annual departmental plans would describe objectives, activities and measures toward progress in these areas:
1. Opportunity: Provide greater access for students from diverse backgrounds and cultures seeking higher education
2. Quality: Increase student success by maintaining high standards and closing the performance gaps
3. Accountability: Ensure fiscal stability, planned growth and the wise and careful use of district’s resources
4. Sustainability: Preserve the learning environment and enhance the excellence of the district for future generations
