From president Barroso’s «Political guidelines for the next Commission» • … as well as the maritime sector The current Commission has, for the first time, brought together the different policy strands in an integrated approach to the maritime sector. But more needs to be done to further extend our maritime policy. For example, I want to see Europe make the Motorways of the Sea a reality. Europe should develop maritime spatial planning; integrate maritime surveillance across borders and across countries; and build a marine observation and data network.
TEN-T: MoS State of Play • Regional studies supported in previous financial programme period (2000-2006): • Completed projects • PORTMOS • EASTMED MOS • WEST MOS • BASIES • Ongoing projects • WEST MED MOS (coming to an end in 2010) • 2008/2009 Call (programme period 2007-2013) Focus on links based on freight flows • 2008: 3 projects selected (8 eligible proposals received) • 2009: 1 project selected (6 eligible proposals received)
Taking stock of the experience • Conclusions regarding 2008 and 2009 calls: • Limited number of proposals • Concept and requirements: not well understood or addressed • Insufficient integration of maritime and hinterland services • Quality of proposals often poor • Requirements: possibly too restrictive/high • In particular regarding the involvement of the maritime operator • Risk if transport (maritime) service does not materialise as foreseen • Wider benefits such as systems integration, including information systems, not successfully or insufficiently addressed • The two step proposal submission process for links projects makes the process long • Gathering a consortium takes time and increases complexity
Where can we do something in the short term • 2010 Workprogramme • Two key points: • The objective remains the same, i.e. to concentrate flows of freight on sea-based transport services integrated in logistic chains • Modifications to the approach must remain within the framework of the existing TEN-T guidelines • Information DG MOVE is launching a MoS policy review (next on todays agenda)
2010 draft workprogramme (1/2) Proposed main changes to the workprogramme • Involvement of maritime operator is no longer an eligibility criteria - but involvement still necessary • Studies taking the form of pilot actions having the objective to deploy new and innovative concepts and technologies in a pre-implementation phase. • The transport (maritime) service must be achieved at least 6 months before the end of the project – otherwise the EU financial aid will be reduced to 10% • More emphasis on wider benefit issues • Any MoS application must be supported by minimum two MS
2010 draft workprogramme (2/2) • Budget allocation for MoS 2010: € 85 M • Priorities for funding projects: • Implementation projects remain the main priority • Pilot actions have an indicative limit of 30% of the overall budget • Studies have a limit of 20% of the overall budget
Key issues for MoS link projects remaining unchanged • Freight flows justifying the link must be demonstrated • Market, competition, cost/benefit analyses indispensable to demonstrate that the link has/can gain a fair market share and demonstrating that it realistically becomes profitable for operators • Focus on intermodality and logistic chain integration • Don’t forget about hinterland part and bottlenecks – the port to port link is not enough! • Describe services, also existing ones and future upgrades • Appropriate participation of transport operators (covering the maritime link) and ports are required. Involvement of other stakeholders expected as appropriate (e.g. infrastructure owners/managers, hinterland transport service providers) • Early involvement at ministry level
Conclusion • Motorways of the Sea are a priority for the new Commission • Action taken short and long term • Good projects have high chances of funding! • Holistic approach – bringing relevant actors together • Exploit TEN-T and consider combining with Marco Polo (and possibly other instruments) • Active involvement of MS early in the process

What can TEN-T fund under MoS? • Implementation projects: Infrastructure and facilities open to all users(20%) • high water protection devices (dikes, breakwaters, locks) • lights, buoys, beacons; ramps, jetties, signposting • infrastructure and facilities up to the terminal site (for temporary storage of loading units, facilities for drivers, facilities for shore side electricity, waste treatment facilities, terminal handling equipment…) • land and sea access to port, including connecting links to theTEN-T or national land transport networks • administration and customs facilities (VTMIS, reporting and information exchange systems, administrative simplification) • waterways and canals to shorten sea routes
What can TEN-T fund under MoS? • Start up aid related to capital costs (30% of depreciation during 2 years) • Vessels and vessel equipment • User specific facilities/infrastructure • Studies, including studies taking the form of pilot actions (50%) • Support to MoS projects of wider benefits • Support a phased implementation of individual MoS projects
