Introduction The population census is one of the most important and largest statistical project carried out by the national statistical systems in both developed and developing countries due to the nature of the coverage and details of all elements of society. Egypt is one of the first countries which conducted census, its first population census in modern concepts goes back to 1882. The 2016 Census is the fourteenth in the series. 4 4
Census 2016 5 • Date of the census: • Enumeration night 20/21 November 2016. • The Cost: The total cost was about 80 million $.
The Methodology that used in the Census 2016 1- Decentralization: Decentralization has been applied in most of census stages. Egypt divided into four geographic locations (Greater Cairo / Lower Egypt / Canal Cities / Upper Egypt), data have been recorded in these locations, after processing halls and supervisory cadres and the mouths of the data.
The Methodologies used in Census(cont.) • 2.Using GIS • CAPMAS spent about 3 years during ( 2010-2013) to finish maps for preparation of the Census 2016. • b) CAPMAS use the blocks to enumerate buildings in Rural and Urban areas. • Using maps with Scale 1:500 in buildings counting stage and after the working in the field we will produce Census Results with Summarized and detailed maps. • d)Produce maps with different scales suitable for each supervising stage to ensure perfect coverage and avoid any overlap at first stage in Rural and Urban areas.

The Methodology that used in Census(cont.) 9 4.Using Scanner and ICR (Intelligent character Recognition): Helps in • Exclusion for errors caused by bias and manual data entry. • Store the Forms images on Servers. • Save time and therefore extraction of the results was faster than usual. • SCANNERis used to increase accuracy in data entry, speed of extracting results, and reduce storage space.
The Methodology that used in the Census(cont.) 5.Using New Techniques in Training: A- Scientific material for the census methodology, and instructions has been produced as an images on CDs, to standardize the concepts and instructions for all workers and it has been used in both central and local training for all stages of the census. B- Citizen participation in quality control after the end of each stage by free of charge contacting CALL CENTER in CAPMAS for reporting on the lack of coverage.
The Methodology that used in the Census(cont.) • 6. Using Data warehouse (DWH): Helps in • a)Storing all big data of the census. • b) Integration between the 3 forms of the census (buildings – households - establishments). • c) Extracting the sample of Post-Enumeration Surveys.
Utilization and dissemination of Census Results 12 Displaying Results by: • Publishing Results on the Website of CAPMAS and Censusinfo. b) Producing Census Atlas. c) Publishing Books for each Governorates contains all Census Characteristics.
Lessons learned 13 Achieving a high degree of coverage using GIS. Using new techniques in training(Using CDs). Using Call Center in Quality control. A huge advertising campaign is required in all census stages.
