Situation • Political : New Prime Minister since end of August 08 after five months without Government • PRSP 2007-2011 accepted by the Government and the international community in Nov 07 but not funded (3.8 billion USD, half covered by the state budget) • Humanitarian crisis due to hurricanes during the month of September caused major destruction across the country • PDNA in preparation should be launched this month (850 Million USD) • Lost year for development in Haiti - the Prime Minister has declared that the country has been set back four years • Donors conference should be taking place Jan/Feb 2009 • Absence of decision and leadership from the Government side • Little response to the Flash Appeal 45 pct of 107 Million USD

World bank participation and financial support to the UN strategy Practical guidance on integration from HQ to the field vs separate ad hoc agreements (UNDP/DPKO) (UNESCO/UNDP) Broader understanding between UNCT and Mission personnel of each others’ procedures, mandates and operational responsibilities. Shared vision of what needs to be achieved as a whole in the country – the concept behind the increasing development and use of consolidation plans is that the UN should identify and inform the Security Council of the conditions/benchmarks which when met would enable sustainable stability and development to occur. It is therefore essential that the UN System as a whole be involved in the development of such plans if they are to continue. If not what is the alternative ? What role will an “integrated strategic framework (ISF)” play ? Could the ISF concept subsume the consolidation plan concept and become the accepted tool within the IMPP ? United international community – the UN, IFIs and bilateral partners need to be unified in their approach and prioritization in tackling the challenges as well as their message to the Government. What is needed to increase delivery ?
