Introduction to KIRA • KIRA was founded in 1987 • By Carlos Garcia at age 27 • After receiving his MBA from Columbia University • Starting capital $2,000
From Small to Large Business • KIRA started as a small business • Functioned as an 8(a) certified small business from 1989-1998 • Sole source contracts provided only $3 million in revenue • Participated in the HUBZone program
From Small to Large Business (Cont.) • KIRA today has completed over $1 billion in federal contracts • We are one of the fastest growing companies in our industry • We have the lowest cost structure in the industry • We have the highest labor productivity rates in the industry • Customers save millions of dollars annually as a result of KIRA’s prices

KIRA’s Industry • Facilities Maintenance Industry • Large multi-year contracts • Provide electricians, plumbers, technicians, and other workers related to maintenance • Provide staffing for customer-owned power, water, and waste plants • Emergency Response Work • Respond to hurricanes, floods, tornadoes, and other weather events • Respond to crisis events (e.g. protect Mississippi beaches after British Petroleum oil spill)
Carlos Garcia • American citizen born in Cuba • BA, University of Pennsylvania • MBA, Columbia University • Funding in the beginning included flipping houses and borrowing from family • No outside capital • Continues to own 100% of the company
Personal Achievements • Winner of the National Hispanic Entrepreneur of the Year by Hispanic Business Magazine • Winner of the Boulder Daily Camera Businessman of the Year Award in 2013 • Serves on several corporate and non-profit Boards of Directors, including CH2M Hill Academy Services • Founder of the Garcia Family Scholarship Fund
Plans for the Future • KIRA currently has $600 million awaiting award • KIRA is scheduled to bid an additional $800 million in 2014 • KIRA has a goal of bidding at least 20 small business contracts with an aggregate value of $1 billion in 2015 • These teams will all be formed six months prior to the RFP release
Plans for the Future (Cont.) • KIRA is considering buying portfolios of existing contracts from other large businesses • KIRA is currently in negotiations with a large engineering company to buy their contracts as they begin to think about retirement • KIRA is considering possibly merging with an ANC in the future, or starting on ESOP plan, as Carlos Garcia approaches retirement
