State Grant Information Technology Application (SGITA) • Supports State Grant Workplans and Progress Reports Policy (effective 10/01/12). • Applicability: Section 105 grants • Policy Objectives: • Enhance accountability for achieving grant performance objectives • Ensure State Grants align with EPA’s Strategic Plan • Provide for more consistent reporting

State Grant Information Technology Application (SGITA) • Policy goals: • Workplans and progress reports must show 3 essential elements: • EPA Strategic Plan Goal • EPA Strategic Plan Objective • Workplan Commitments plus time frame • SGITA – Stores grant workplans and progress reports. • Accessible to EPA, State and Local Agencies and OMB. • Requires EPA Project Officers to enter data into the system.

New Grant Policy on Generating Environmental Measurement Data • Policy to Assure the Competency of Organizations Generating Environmental Measurement Data under Agency-Funded Assistance Agreements • Effective Date: May 15, 2013 • Requires grantees to demonstrate that the QMP and/or QAPP is being followed as part of routine reporting to the EPA project officer and/or technical designee.

  5. New Grant Policy on Generating Environmental Measurement Data • Applies to new awards only on grants receiving $200,000 or more. • National Term and Condition on this policy will be included in new awards (see handout in left side of folder).

New Grant Initiatives • Grants Management Transformation Initiative • Goal - To streamline/standardize grant process. • Why – 1) Reduce complexity; 2) Prepare for migration to new grants management system; 3) Reevaluate/Identify efficiencies in grant process. • Focus on Improving Entire Grants Process: • Pre-Award, Award, Post Award & Closeout • Workgroups established to improve each phase of grant process.

  7. Grants Management Transformation Initiative • Other GMTI Workgroups: • Environmental Results Order • Grant Competition Process • Electronic Grant Application • Grants Numbering

Grants Management Transformation Initiative • Environmental Results Order Workgroup --Tasked to update ER order (originally issued on 01/01/2005, EPA Order 5700.7A1). • To revamp grants management requirements: • Better address environmental results under EPA assistance agreements; and • Improve linkage of these results to EPA’s Strategic Plan and to the achievement of environmental results and/or public health protection.

  9. Grants Management Transformation Initiative • Well-defined outputs and outcomes in the grant workplan are key elements in complying with the Environmental Results Order. Examples: • Outputs: APA Reporting Requirements document. • Outcome: APA directly supports EPA’s strategic goals of Taking Action on Climate Change and Improving Air Quality and Enforcing Environmental Laws. • Updated Order to be effective on Oct 1, 2013

Grants Management Transformation Initiative • Grant Competition Process Workgroup • Simplify and Streamline competition process: • Raise competition threshold to $25K or $30K. • Use of oral presentations to substitute for portions of the written proposal. • Require electronic submission of proposals.

Grants Management Transformation Initiative • Electronic Grant Application Workgroup • Electronically automate the submission/distribution process of grant application packages. • Options for submitting grant application: • Grants.gov • Regional/HQ/Program Email Box • National Email Box • EPA Portal • Application submittal options currently under management review

Grants Management Transformation Initiative • Grants Numbering Workgroup • Tasked with automating the process of assigning unique grant numbers for each grant • Why? • Office of Management and Budget (OMB) wants all federal agencies to standardize grant numbering process. • EPA is running out of grant numbers.

Grants Management Transformation Initiative • Summary of GMTI Goals: • Achieve efficient internal controls in grants mgt. • Achieve proper stewardship of grants. • Reduce administrative burden to maximum extent practicable. • Timeframe: • Workgroups established in FY 2013 and are ongoing and are expected to be complete in FY 2014. Due to budget concerns, some activities may be delayed.

  16. Status of Air Grants • Section 105 – Remaining FY 13 allocation to be awarded by July/August 2013. Funding reduced some due to budget cuts. • PM 2.5 - Remaining FY 13 allocation to be awarded by July/August 2013. Same allocation as FY 12’s. • NATTS – Grants to be extended another year (to June 30, 2014). Supplemental funding to be awarded by August/September 2013. **See grant balance handouts in folder.
