CADRUL DE RESURSE PENTRU ANII 2012-2014 BAZAT PE: • prognoza indicatorilor macroeconomici; • măsuri de politică fiscală, inclusiv • restabilirea, începînd cu 1 ianuarie 2012, a impozitului pe venitul din activitatea de întreprinzător la cota de 12%; • menţinerea sistemului progresiv de impozitare a veniturilor cetăţenilor; • extinderea mecanismului de restituire a TVA la investiţiile capitale pentru mun. Chişinău şi Bălţi; • modificarea structurii şi mărimii cotei accizului la articolele din tutun, alcool etilic nedenaturat şi alte băuturi alcoolice, anularea cotei accizului la poziţia tarifară 2204, mărfuri din cristal, indexarea accizului la produsele petroliere şi autoturisme. • suportul bugetar extern;

  11. Analiza cheltuielilor şi impactul politicilor • Costurile “Liniei de baza” constituie partea majora a cheltuielilor pe termen mediu – 98.6% in 2012 din costurile nominale, 95.7% - in 2013 si 91.6% - in 2014 • Politicilor noi le revine un spatiu limitat – intre 1.4 – 8.4% in anii 2012-14.
