Land Parcel Data for the Mortgage Crisis: Results of the Stakeholders Meeting • Meeting: May 7, 2009, Washington DC • Hosted by Cadastral Subcommittee Mortgage Study Team – Over 50 participants • Purpose: Explore the potential uses of land parcel data for more effective management of mortgage and financial oversight programs and activities. • Objectives: • Seek input and feedback from key stakeholders • - Demonstrate tools and capabilities • Document requirements
Key Recommendations: 1. Add the local Parcel ID to Home Mortgage Disclosure Act (HMDA) data - The Federal Reserve is moving toward adding the parcel number to the HMDA 2. Develop a Parcel Early Warning System - Early Warning Level - Triage Monitoring Level - Response Level 3. Other Activities • Congressional Hearing – FLAIR Act • Nationwide Parcel Mapping – no national data layer available for government use, if created it could be effectively used to monitor the health of the mortgage and other uses. • Federal Land Parcel Coordinator should coordinate the development and maintenance of a single, comprehensive, and authoritative geographically referenced database for land parcels managed by the federal government, including public lands. • FLAIR Act similar to 2005 but without the federal lands disposal clause in the purpose. • California Wildland Fire Support • California is actively developing a sustainable system for assembling and standardizing parcel data to support emergency response statewide
