Why concrete actions in FE domain from NM? • Agreed by IATA, CANSO and EUROCONTROL • in August 2008 in reaction to the fuel price crisis in same summer, the Flight Efficiency Plan (FEP) contained 5 Action Points that required immediate attention: • Enhancing European en-route airspace design • Improving airspace utilization and route network availability • Efficient TMA design and utilization • Optimizing airport operations • Improving awareness of performance • RTE-FPL - the 2013 performance target • is 4.4% but it only reached 4.60% • 2014 = 4.2%

Environment/Flight Efficiency - performance considering users’ needs. • Several actions executed by the Network Manager have been set to further improve flight efficiency in order to: • ensure appropriate benefits for the airspace users • and fulfil the European environment/flight efficiency target

IMPROVEMENTS UNDER DEPLOYMENT • NM Proposals for Flight Planning Improvements in the Strategic Phase: • DDR interface: Identification of improvements in flight planning for various flows and city pairs • An interactive tool has been developed to allow all AOs and CFSPs to compare their flight plans with the best filed flight plan accepted by IFPS during the last AIRAC cycle • The airspace users and the CFSPs will have the possibility to detect new implemented routes, CDRs available during similar periods of time, etc. • It is expected that the airspace users and the CFSPs will use this interface to improve their flight planning for the “next” AIRAC cycle; • This tool could also be used to assess individual airline flight plans or to detect possible network performance evolutions;

NM Proposals for Flight Planning Improvements in the Pre-Tactical/Tactical Phases: • Evaluation of scenario “cost” • General idea is to have a comparison between DLA saved vs. cost for AO; • This could lead at medium term to implement this for scenario CDM • Tactical RAD relaxations • Based on existing Crisis Procedures and axis management; • Similar procedures could be implemented during normal operations as comparisons between actual trajectories and flight plans show that the RAD is not systematically followed during tactical operations; • Tactical relaxation of RAD could be also envisaged during the night or during period of low demand. • Network impact assessment • Enhanced assessment of AUP at D-1 and in tactical with proposals made to AOs on the basis of available airspace; • Enhanced ASM impact assessments, including for military exercises.

NM Proposals for Flight Planning Improvements in the Pre-Tactical/Tactical Phases (2) • Repetitive Flight Plans (RPLs) • Proposals for RPL changes; • Important that airlines maintain the suggested changes for each AIRAC cycle. • Most Penalised City Pairs • Daily monitoring; • Detect improvements based on the latest airspace design or airspace utilisation changes. • Major airspace changes follow up • Anticipate the airspace changes by identifying which traffic could benefit of changes and follow up of the uptake in tactical flight planning.

Flight efficiency first results…… Assisting users to benefit of the route network, 3 concrete Flight Efficiency Initiatives started 1st of May 2013: • FE savings proposed when treating the IFPS invalid queue • Network Impact Assessment which proposes RRPs using CDR2 opportunities • Enhancement of Flight Efficiency Initiatives with treatment of complete valid FPL database as from Nov. 2013, with integration of ATFCM situation and airspace users “cost constraint” • All initiatives showed a cumulated benefits of around 230.000 NM less flown for May-Dec period. • 1389 tons of fuel • 4630 tons of CO2 • 1.157.645 Euro Adjacent to this, the network pre-tactical scenario database has been clean out, removing +/-250 scenarios and setting up a best practice with Uk-Nats in using scenarios adding a FE impact assessment.

ASSISTING USERS TO BENEFIT OF THE ROUTE NETWORK: How do we consider “users constraints”? • The Group Rerouting Tool (opportunity tool) • ETFMS feature that allows a re-computation of the profile considering • Wind • Last ATFCM situation • Generic costs per AO or in general such as: • Fuel cost • Cost of minute flying • Cost of DLA • Etc… • We generate this computation as many time as required per day. Results, if existing, are presented in the flight list (CHMI or NOP) • Last choice of using it remains to the FPL originator.
