Employee Trip Reduction (ETRP) Programme
ETRP - Project Overview • TDM Measure undertaken by City • Partnerships between City, Province & 5 other large employers in CBD in order to: • to increase use of more sustainable travel options • to reduce vehicle trips • to reduce vehicle emissions • to facilitate information flow & system changes needed to address barriers to public transport usage & reluctance to reduce private vehicle use
Scope of Work - ETRP Project • Develop framework for ETRP • Develop organisation-specific programmes for each organisation • Roll-out programmes in each organisation • Develop and implement a marketing plan for each organisation • Monitoring & reporting
Baseline Survey – ETRP Project • All 7 participating organisations undertook baseline surveys • Purpose : determine baseline travel patterns of employees; preferences & barriers to use of alternative modes • Average sample size: 20 % • Average one-way commute distance ranges from 21 – 26 km • Survey results reflect anticipated results (high private usage; barriers to change etc)

Likely SOV trip reduction options • Respondents indicated that the following measures : • Work-from-Home programmes • Flexi-Time • Bus Transport availability • Company shuttles • Carpool options/information • Possible impact : • Single-occupancy vehicle (SOV) commuter travel will most likely decrease.
What will encourage SOV commuters to consider public transport • Most likely motivation • Safer and more reliable public transport • 2nd most likely motivation • More frequent public transport service • 3rd most likely motivation • Public transport closer to home
Observations to Date – ETRP Project • Baseline survey information: • Enables employers to have better understanding of travel patterns of employees within CBD • Enables the success of trip reduction measures to be measured against baseline • Will inform future transport planning for the City
Way Forward Overall ITP Process • Public Participation Process - essential • Stakeholder engagement • In terms of the legal framework • City public participation policy • MEC has to sign off - this component • Various mediums and opportunities will be made • available
