How the Working Groups will work • Working Party has to be a minimum of 4 (including the lead person) • Working Party members are either residents, have a business, own a property or own land in the parish • Any exceptions need to be agreed by Steering Group • Each Working Party is responsible for its own secretarial services

  3. So how do we produce a Plan? What does a sustainable Little Aston look like in 15-20 years’ time?

  4. What should the Vision be? We table a paper version of the vision contained in the 2011 Lichfield Rural Planning Workshops for discussion/debate: • Little Aston will maintain its role as a distinct and stable community offering a high quality local living environment and a range of local services and facilities. The essential qualities of the Conservation Area will be recognised in all potential change. Improvements to the Conservation Area will be made where resources allow, in particular to maintain and renew tree cover and to achieve a more cohesive and integrated physical environment. • The range of shops, services and facilities will be maintained and enhanced and higher priority given to the needs of pedestrians and cyclists. • Community recreation, social and play facilities will be renewed to be of a physical form, distribution and quality appropriate to current needs. • New housing development in Little Aston should be limited to the replacement of existing properties within the limits of the settlement and infill development at densities appropriate to the character of the area.

  5. So how do we produce a Plan? • What are the issues we want to address? • What evidence do we need? • What are the possible options for addressing each issue? • What is the preferred option for each issue?

  6. Evidence gathering • Know your baseline • audit what is here today • Look at what has happened in the past • Planning permissions, take-up of new development • Workshops, debates • Talk to the experts • Estate agents, local providers • We can help with technical stakeholders

  7. Some ‘rules’ • You cannot propose policies which simply say ‘no’ to development • Proposals have to be ‘deliverable’ • You have to have the landowners of sites in the plan on board

  8. What the Local Plan says • No housing target • Acknowledge importance of Little Aston Hospital to local economy • Little Aston a ‘Key Rural Service Centre’ • Shops, services, employment and community facilities to meet the needs of the local community

  12. Housing • Are there particular types of housing that need to be provided? • Affordable • Size • What should new housing look like?

  13. Transport • Can we improve traffic flow through the community? • How can we address ‘severance’ issues? • How can we increasing walking and cycling?

  14. Community • Should we provide new community facilities? • Can we create a ‘centre’ to the community? • Do we need to improve the leisure offer? • How can we protect/ensure our shopping areas thrive?

  15. Environment • How do we best preserve and enhance our environment? • Do we need to protect green spaces from development • What sources of energy should be provided by new development?

  16. Next Steps • Get together with your fellow Working Group members • Introduce yourselves • Start kicking some thoughts around • Appoint a lead • Arrange your first formal meeting • I will arrange for each group member to have a Support Document

  17. Process • Working Groups identify key issues • We hold a public event to ask the community about ‘their Little Aston’ • Present and refine issues • Ongoing work on evidence gathering • Workshop with Working Groups to consider solutions • There will be many cross-cutting issues

  19. And after the NP is adopted? • The first 12 months are crucial • A number of projects • Engage with stakeholders • Draw up delivery plan • Commence actions • Get the projects ready to deliver
