1- BACKGROUND • Cambodia only import and use, but not produce chemicals. • Like other countries, Cambodia has increasingly demanded for chemicals use. • In Cambodia, these chemicals are divided into 10-group : • Mineral fuel and petroleum • Consumer use of chemicals • Chemicals for LAB • Chemicals waste • POPs • Fertilizers • Pesticides • Pharmaceutical component • Raw industrial chemicals • Metal and metal compound products
1- BACKGROUND – Cont- • Chemicals provided advantage to our life, but at the same time cause adverse affect directly or in directly to human and envt-. • The RC pays great attention in mitigating and protecting human health and in order to achieve NMDG. • Cambodia support Agenda 21 and signed many conventions.
2- Chemicals Hazard Communication and the GHS Implementation in Cambodia • The management of chemical is basing on the role and responsibility of the institutions regulate by the Govt- ordinance. • The Gont- ministries involved in chemical mangement are : MoE, MoC, MoAFF, MoItn, MoIME, MoH, and MoEF. • GHS in a new concept for Cambodia and just introduced since mid 2006.
2- Chemicals Hazard Communication and GHS Implementation in Cambodia –Cont - • The understanding of the GHS issue among policy makers, Gont- official and stakeholder is still limited. • The approach to chemicals hazard communication, classification and labeling of chemicals is carried out somehow in a fairly random manner. • No specific legal instrument for the chemicals safety and chemicals hazard communication. • There is no specific act for the GHS Classification .
3- Future Plan for GHS Implementation Capacity building and awareness raising : • Training activities and workshop : • Existing legal instrument related to GHS. • Chemicals classification. • Label and Safety Datasheet (SDSs) • Emergency response, and • Monitoring of GHS implementation. • Development of legislation for GHS implementation. 3- Future Plan for GHS Implementation-cont- Strategy Approach for GHS implementation : • Development of sectoral GHS implementation plan. • Development of national strategy for GHS implementation in the country. • Strengthening the cooperation and coordination and information sharing between Government institution and stakeholder.
