  7. Flow Regimes from International Experimental and Network Data (FRIEND) The FRIEND Project is an international collaborative project contributing to the IHP. The primary objective is to improve understanding of hydrological variability and similarity across time and space in order to develop hydrological science and practical design methods.

  10. Specific groundwater issues further complicated by the transboundary dimension: • Scientific (delineation of aquifer boundaries, quantification of available resources, monitoring and modelling) • Human ( political, administrative, economic and social constraints, allocations) • Financial (polluter pays; price of water; who pays, how much and to whom? • Sovereignty • Security • (conflict • resolution) The ISARM Programme: Multi disciplinary integrated approach

  11. ISARM 2002: Regional inventories and center initiative • The ISARM Project- Launch of Regional Inventories -Links & synergies with parallel activities established - Partners: UNECE, IAH, FAO, OAS, UNESCWA, OSS (an example of successful cooperation among UN Agencies, IGOs, NGOs, Scientific International Associations) • 15th Session IHP Council Resolution N 10 Regional Center for the Management of Shared Groundwater Resources Under the Auspices of UNESCO and WMO.Offer presented by the Government of Libya and endorsed by the Executive Board of UNESCO in 2007 after a feasibility study

  20. MAIN LINE OF ACTION 1 Water dependencies: systems under stress and societal responses IHP VII 2008-2013 is a negotiated text- 82 countries have participated actively in its formulation Consultations with the IHP National Committees have been undertaken since: February and June 2004, April 2005, April 2006, July 2006 20 regional consultations-The IHP National Committees had also the opportunity to comment during the regional meetings coordinated by the IHP regional hydrologists.

  21. The scienceshould advance understanding of the water interdependencies, global changes and alleviate the stresses in water related systems Governance- take water sciences to society & policy makers Hydrology should assist in the developing societal responses to the stressed environment Priority AFRICA –water and sustainable development in developing countries Biennial sectoral priority 1: 1-Promoting research and capacity building for the sound management of natural resources Water Dependencies: Systems under Stress and Societal Responses Biennial sectoral priority 2 : Fostering policies and capacity building in science, technology and innovation, with special emphasis on the basic sciences and energy – MLA 4, 5 Biennial sectoral priority 3 : Contributing to disaster preparedness and mitigation-MLA 6

  23. Water Dependencies: Systems under Stress and Societal Responses UN MDG UN Water for Life ACTION 1: ADAPTING TO THE IMPACTS OF GLOBAL CHANGES ON RIVER BASINS AND AQUIFER SYSTEMS IHP Cross-cutting Programmes HELP / FRIEND Cooperation within the Science Sector & Intersectoral Activities Education Culture Social-Sciences ACTION 2: STRENGTHENING WATER GOVERNANCE FOR SUSTAINABILITY PC-CP, ISI, IFI ISARM, G-WADI ACTION 3: ECOHYDROLOGY FOR SUSTAINABILITY ACTION 4: WATER AND LIFE SUPPORT SYSTEMS- Cooperation with the UN Water System and other Partners ACTION 5 Water Education for sustainable development UNWWAP-WWDR Hydrological Research Water Resources Management Education, UN DESD- Transfer of knowledge, Capacity building

  24. ACTION 1: ADAPTING TO THE IMPACTS OF GLOBAL CHANGES ON RIVER BASINS AND AQUIFER SYSTEMS Activities - Global changes and feedback mechanisms of hydrological processes in stressed systems - Climate change impacts on the hydrological cycle and consequent impact on water resources - Hydro-hazards, hydrological extremes and water-related disasters - Managing groundwater systems’ response to global changes - Global change and climate variability in arid and semi-arid regions ACTION 2: STRENGTHENING WATER GOVERNANCE FOR SUSTAINABILITY Activities - Cultural, societal and scientific responses to the crises in water governance - Capacity development for improved governance; enhanced legislation for wise of water resources - Governance strategies that enhance affordability and assure financing - Managing water as a shared responsibility across geographical & social boundaries - Addressing the multiple demands on basin-wide water resources ACTION 3: ECOHYDROLOGY FOR SUSTAINABILITY Activities -Ecological measures to protect and remediate catchments process - Improving ecosystem quality and services by combining structural solutions with ecological biotechnologies -Risk-based environmental management and accounting -Groundwater-dependent ecosystems identification, inventory and assessment

  25. ACTION 4: WATER AND LIFE SUPPORT SYSTEMS • Activities - Protecting water quality for sustainable livelihoods and poverty alleviation • - Augmenting scarce water resources especially in SIDS • - Achieving sustainable urban water management • - Achieving sustainable rural water management • ACTION 5: WATER EDUCATION FOR SUSTAINABLE DEVELOPMENT • Activities - Education for communities of social learning • - Education for schools, universities & academia; and capacity building of teachers • - Education for vocational training • - Education for communities and mass media professional to enhance sustainable water management • UNESCO IHE,IHP Category 2 Centers, Chairs - networking coordination strategy established- Close cooperation with Education Sector • Action 6- World Water Development Report- • Enhanced knowledge of the world’s freshwater resources-third edition WWDR 2009
