What does that mean? • The importance to work based on ‘good’ planning (targeted and needs/capacity/ capability-based) • World (international) interest in addition to National interest? • Shouldn’t they be integrated (world interest is internalized)

The Closing: Points to consider • The change in the focus: from inputs to outcomes and vice versa. Is there enough info on the linkage(s)? • Tendency to focus on outcomes such as the HDI and MDGs but what about the input and processes? • From UNDP in close collaboration with the government – perhaps there needs to be a commitment for ongoing production of the HDR reports- eg. A National HDR every other year with the MDG Report and provincial HDRs every two years?
Points to consider ..(cont.) • From the perspective of government in improving development outcomes, here are some strategies for further utilizing the HD Approach in Indonesia • The MDGs are closely linked to the HD Approach and so what is needed is to consolidate efforts to further utilize the HD Approach in line with MDG-based activities (such as pro-poor planning and budgeting that is being done in provinces such as Southeast Sulawesi, NTT and NTB). • To date the focus on human development tends to be on the HDI –a static figure-- that does not really tell much about disparities within and between districts. The HD approach will also strengthen the MDG-based activities by adding qualitative and transformative dimensions with people being at the center.
Points to consider ..(..cont.) • Opportunities for enhancing the scope of HD approach in Indonesia • RPJM outlines programmes and priorities that focus on and strengthen the ‘human development’ aspect • Focusing on the human development aspects can enhance progress towards RPJM. This needs us to work it out.
Points to consider ..(cont.) • Which thematic areas should be considered for future HDRs? • Which provinces could be regarded as ‘HDR Ready’. • We know Aceh is preparing a Provincial HDR, some other provinces have expressed interest to develop a Provincial HDR in the future… The question: How does it relate to good achievement in human development?
